The National Drug Authority (NDA) is an autonomous body which was

established by the National Drug Policy and Authority Act Cap 206 , Laws of

Uganda (2000 Edition) to regulate Human and Veterinary Medicines and other

healthcare products. NDA’s mandate is to ensure quality, safety and efficacy of

human and veterinary medicines and other healthcare products through the

regulation and control of their production, importation, distribution and use.


Job Summary: The Head, Finance Department will provide overall

leadership, oversight and management support for all aspects of financial

management in the National Drug Authority, member of the Senior Management Team

of NDA, with a focus on ensuring accountability, stewardship, coordinating

planning and budgeting processes, providing accurate financial data analysis

and advice as well as developing financial strategies that best serve the

strategic objectives of National Drug Authority. The incumbent will be

responsible for the finance staff capacity strengthening, the development and

implementation of good financial internal controls, risk management, and

utilization and safe guarding of financial assets according to approved

policies and procedures. He / she will safeguard the assets of National Drug

Authority by developing and maintaining an effective finance and accounting

function. This includes maintaining accurate financial records as the basis for

reporting to Management and the Board, .implementing and managing NDAs

financial systems which include assets, cash/ bank management; financial

reporting, budgeting and budgetary control and staff capacity building


Key Duties and Responsibilities: 

  • Steer the development and oversee the

    implementation of financial management systems, policies and procedures

    and internal controls that provide appropriate levels of security and

    control of NDA assets, resources, investments and operations.

  • Responsible of the Authority’s Accounts

    regulatory role to ensure operators comply with regulatory accounting

    requirements of the Act.

  • Manage the periodic review and update of

    the authority’s accounting system to ensure its viability as efficiency in

    meeting the needs of the authority.

  • As a member of the SMT, advises the Senior

    Management Team on control of costs and achievement of budget plans by

    interpretation of regular financial information

  • Ensure fair costing and pricing of

    regulatory services in liaison with other department

  • Overall control of income and expenditure

    and generally the financial administration of the Authority.

  • Represent the Authority in negotiations,

    funding and re-scheduling of payments.

  • Oversee management of loans, grants and

    assets.

  • Ensure preparation of periodic management

    reports and timely submission of final accounts to the Auditor General as

    per the statute requirements.

  • Oversee the financial budgeting and

    budgetary control activities and ensure preparation of Business Plan with

    financial targets and performance indicators

  • Manages the budgeting process of the

    entire organization and manage the finance department budget.

  • Actively contributes towards ensuring

    value for money for all expenses in National Drug Authority

  • Plan, supervise and coordinate all

    activities in the finance department and provide professional guidance and

    advice to management.

  • Oversee the preparation of timely,

    accurate and complete relevant reports according to requirements.

  • Coordinate and conduct training in key

    aspect areas of Finance and Accounting and ensure finance policies and

    procedures are understood by all employees and other relevant parties

  • Provide leadership to the finance

    department and ensure smooth running and efficient delivery of services.

  • Actively monitors schedules of budgets vs.

    actual expenditures, while highlighting the variances.

  • Monitor and control the NDAs income and

    expenditure schedules, submit periodic expenditure reports and provide

    appropriate advice regarding spending levels while drawing attention to

    areas of significant budget variances.

  • Closely monitor and conduct regular

    financial analyses aimed at providing timely management reports for

    decision making at all levels of the organization.

  • Design, implement and monitor systems and

    procedures necessary for the accurate and comprehensive recording of the

    transactions of NDA in accordance with generally accepted international

    accounting standards.

  • Ensure comprehensive and constructive

    staff performance reviews for employees in the department.

  • Ensure the timely preparation of periodic

    (monthly, quarterly and annual) financial and management reports as well

    as their submission to the various stakeholders

  • Ensure timely preparation of statutory

    deductions and remittance of statutory returns.

  • Perform any other duty as may be assigned

    by the supervisor.


Qualifications, Skills and Experience: 

  • The applicant should hold a Bachelor’s

    Degree in Commerce (Accounting option) or Business Administration

    (Finance) or, their equivalent. Possession of a Master’s Degree in

    Commerce (Finance) or Bachelor of Business Administration (Finance).

  • Membership to a Professional Accounting

    body such as ACCA, ACA, CPA, CIMA

  • A minimum of  ten (10) years’ experience in financial

    management in a reputable organization, with a minimum of 6 years in a

    senior financial management position.

  • Significant experience in leading and

    managing people.

  • Computer literacy and proficiency in major

    accounting packages preferably NAVISION and Microsoft Office (Excel).

  • High sense of integrity and

    professionalism.

  • Strong strategic management, leadership,

    mentorship and problem solving skills.

  • A strong team player with excellent

    communication, negotiation, presentation and interpersonal skills a plus.
