Duty Station: Kampala, Uganda


Reports to: Executive Director


Management Training and Advisory Centre (MTAC) is a body corporate

under the Ministry of Trade, Industry and Cooperatives; established initially

as an ILO/UNDP/GOU Project in 1964 and later, by an Act of Parliament Cap. 29

of 1969. It was established, among other things, to promote industrial and

enterprise development.


Job Summary:  The Human

Resource and Administration Manager will be responsible for planning and

managing human resources and administrative functions of the centre following

MTAC policies and procedures and other relevant laws


Key Duties and Responsibilities: 

  • Oversee all administrative services that

    are sensitive to students/participants conducive study environment

  • Provide leadership to a customer focused

    human resource organization

  • Deliver training, coactivity and mentoring

    functions to MTAC staff for quality performance

  • Design and maintain internal controls that

    are in line with set policies and procedures to promote cost effective

    service delivery

  • Prepare and deliver timely budgets

    pertaining human resource and administrative function

  • Institute appropriate mechanisms for

    quality pay roll management

  • Oversee management investment portfolios,

    contracts and agreements in defence of the Centre

  • Deliver recruitment and staffing programs

    and services that are internally equitable

  • Actively promote high level of confidence

    of staff information control processes

  • Guides the ED and Management team on human

    resource & administrative matters

  • Generate timely reports to the executive

    director

  • Institute and implement approved changes

    in operational requirements through process streamlining

  • Develop training plans based on well

    identified TNA and measure the effectiveness of  training

  • Set in consultation with staff, annual

    individual performance targets 


Qualifications, Skills and Experience: 

  • The ideal candidate should preferably hold

    a Master’s degree in Human Resource Management. Membership to human

    resource professional associations is an added advantage.

  • At least six (6) years’ experience in the

    position of or related work to human resource management and

    administration in a reputable organisation

  • Three years teaching/training experience

    in a higher education institution

  • Good knowledge and understanding of human

    resource best practices, trends and developments as well as related

    employment, labour relations and human rights legislations impacting on

    organisation’s talent management and recruitment programmes.

  • Working knowledge of Public procurement

    laws and procedures

  • Skills in developments and trends in

    institutions of higher learning
