Project:


The purpose of the

Strengthening Human Resources for Health (SHRH) project is to strengthen the

capacities of central ministries, districts, health professional councils,

private not for profit and health training institutions to effectively and

efficiently plan, manage and utilize the health workforce, and strengthen

systems for sustained health worker performance to improve health outcomes for

the people of Uganda.


Job Summary: The

Senior HRH Policy, Planning and Research Advisor will work directly with both

the MOH and the districts to provide technical support in the areas of policy

analysis, review and development; strategic human resources planning, including

health workforce projection, action planning; and costing. The incumbent will

lead and provide technical support for activities in developing capacities for

human resource policy development, planning and systems strengthening in the

health sector. S/he will apply her/his extensive knowledge of the health sector

planning primarily to work at the national and district levels. S/he will

report to the Chief of Party.


Key Duties and Responsibilities:

  • Support country level counterparts and

    stakeholders in the public and private sector in reviewing, developing and

    strengthening systems for policy analysis, HRH assessments, workforce

    planning and projection systems at the national and district levels.

  • Support health sector leaders and managers

    to review HR legislative policies, operational practices and procedures,

    build capacity and improve systems (such as policy reform,

    operationalization of policies and strategies, costing and financing, health

    workforce utilization) in order to improve the quality and availability of

    health services in all parts of Uganda, especially in remote and low

    resource geographic locations.

  • Oversee efforts to strengthen the MOH and

    other ministries’ capacity for HRH analysis and dissemination of results

    in response to changing health needs, in collaboration with M&E and

    Gender team members.

  • Manage in documenting best practices in

    technical papers and in analyzing and adapting innovative tools and

    resources for use by Uganda and other developing country health sector

    leaders.

  • Provide technical leadership in sharing

    and developing new and improved strategies, tools and interventions for

    improved human resources planning, availability and productivity and in

    documenting evidence of success or lack of success for the interventions.


Qualifications, Skills and Experience:

  • The ideal candidate for the USAID Vacancy

    should hold an Advanced degree in Public Health, Economics, Human

    Resources Planning, or any related training.

  • At least eight years’ experience in

    developing human resource policies and strategies in a complex and

    changing environment

  • Self-starter with competence to assess

    priorities; manage a variety of complex activities in a

    time-sensitive/emergency environment, and meet competing deadlines.

  • Working knowledge of relevant HRH planning

    tools and models applicable in Uganda.

  • Proven ability to carry-out economic

    analysis of HRH issues; and sound costing of interventions to motivate

    resource allocation for HRH.

  • Possess the ability to work as an

    effective team member in a complex and fast paced environment.

  • Strong verbal and written English language

    skills.

  • Excellent interpersonal skills and

    demonstrated ability to interact professionally with diverse people,

    clients and consultants
