Action for Community Development (ACODEV) is a Non-Governmental
Organization that serves and empowers individuals, families and communities in
East and Southern African region through promotion of innovative solutions in
the areas of Human Rights, Health Promotions and Institutional Capacity
Strengthening.
ACODEV will be implementing Sustainable Outcomes for Children and Youth
in Central and Western Uganda over the next five years. The Project will
improve the health, nutrition, education and psychosocial wellbeing of
vulnerable populations, as well as reduce abuse, exploitation and neglect to a
minimum of 625,000 children and 101,500 households in 17 districts in central
and western Uganda. The Project is being implemented by a
consortium of partner consisting of CRS being the lead, Futures Group, ANPPCAN
and TPO.
Job Summary: The Project Manager OVC who will technically
support the Executive Director in ensuring sustainable programrmng and
efficient management of the OVC project being implemented.
Key Duties and
Responsibilities:
- Manage and ensure the successful
implementation of the OVC project. - Steer the planning and implementation of
all project activities in line with CRS program implementation approaches
and donor requirements. - Carry out regular site visits to ensure
proper implementation of OVC activities. - Technically support the OVC team in
ensuring the sustainability of project activities at the community and
family - Remain up to date on current OVC trends in
Uganda and ensure the OVC team has access to re same resources. - Steer the development of new OVC projects
and programs.
- Continuously provide guidance, coaching
and supervision to the OVC project staff. - Ensure that there is OVC team involvement
at all stages of the project cycle. - Develop a capacity building plan to
strengthen the OVC team capacity and support implementation of capacity
building plan. - Provide technical support as needed
by partners
- Build and strengthen linkages between OVC
and other key government and non-government stakeholders at national
level. - Represent OVC at national level meetings.
- Responsible for overall management of the
OVC project budget. - Actively monitors expenses against the
project budget and maintain an updated budget status report and send
timely reports to the Executive Director. - Ensure the development of the OVC annual
budgets and work plans. - Work closely with the OVC team to develop
monthly and quarterly cash needs for the Project’s activities. - Provide final review and approval for
Budget Status Reports and liquidation documents, in compliance with
approved budgets, as well as CRS and donor regulations.
5. Project Quality and Learning:
- Elaborate with OVC implementing partners’
projects to develop, and implement a strong M&E system. - Foster a culture of learning among OVC
team and support implementation and Learning activities. - Develop and strengthen relationships with
consortium project staff implementing OVC activities. - Responsible for the preparation and timely
submission of all programmatic reports required for submission to -donors
and other key stakeholders.
Qualifications, Skills and
Experience:
- The ideal candidate should preferably hold
a Master’s degree in Public Health, Development or related field. - Past experience in project management,
community development, communications or public health. Project management
experience highly desirable. - A minimum of five years of program
management experience working with health focused programs (HIV/AIDS,
Maternal and Child Health, Health and Nutrition). - Detailed knowledge and understanding of
the humanitarian emergency operating context, including Sphere, the
humanitarian system, donors, security, civil military liaison and program
management. - Significant experience on USG-funded
health and/or other development programs added advantage. - Strong knowledge /experience in results
based management & results oriented approach to project implementation - Excellent interpersonal, networking and
team building skills - Excellent oral & written communication
skills with analytic capacity & ability to synthesize project outcomes
and relevant finishing into quality papers and reports, intended for a
range of audiences; - Shares knowledge and experience actively,
mentors project staff - Capacity to produce high quality
communication and outreach materials to inform stakeholders & project
partners - Excellent interpersonal, oral and written
communication and negotiation skills. Fluent written and spoken English. - Possess the ability to exercise sound
judgment, self-motivate and make decisions independently. - Extremely flexible, and have the ability
to cope with stressful situations. - Possess the ability to maintain
performance expectations and - Strong working relationships in diverse
cultural contexts, psychologically & physically stressful environments - Past experience with and enthusiasm for on
the job training. - Computer literacy i.e. working knowledge
of Microsoft Office software (Word, Excel, Outlook, and Internet)
required. - Desire to work effectively in a team
oriented environment. - Ability to travel within rural Uganda.
