About USAID GAPP Project:


RTI is the prime contractor for USAID funded GAPP program. The goal of

this 5 year program is to increase participation accountability and local

governance for effective service delivery. To achieve this goal, GAPP will

focus on three components: (1) Support and strengthen national level government

accountability institutions in their interaction with local governments; (2)

Strengthen local government revenue, procurement, financial and planning

systems; and (3) Strengthen civil society organizations (CSOs) and other

non-state actors (NSAs) to improve voice and accountability. GAPP will work at

the national level and in at least twenty-five districts in northern Uganda,

the Albertine region of Bunyoro, and central Uganda.


Job Summary: The Program Officer – National Accountability and

Policy will render support to the National Accountability and Policy Advisor

(NAPA) in implementing activities under Component one of the Program which

entail national-level work with the Parliament of Uganda’s Public Accounts

Committee (PAC) and Local Government Accounts Committee (LGAC), the Public

Procurement and Disposal of Assets Authority (PPDA), the Office of the Auditor

General (OAG) and the sub-grantees feeding directly into the Component results.


Key Duties and Responsibilities: 

  • Provide technical and operational guidance

    to help the national audit institutions improve the quality of their

    audits.

  • Technical and operational assistance to

    help targeted accountability committees of Parliament clear their backlog

    of audit reports

  • Support the NAPA in providing technical

    assistance in the design of mechanisms to improve the ability of

    Parliament, PPDA and OAG to support local governments’ responsiveness to

    audit findings and recommendations.

  • The incumbent will be supporting efforts

    to build the internal capacity(ies) of the national oversight agencies in

    performing their mandates

  • Supporting collaboration among the

    national accountability institutions.

  • Supporting efforts to promote LG policy

    reform and implementation for improved financing, accountability,

    participation and service delivery


Qualifications, Skills and Experience: 

  • The applicant should preferably hold a

    Master’s degree in a related field

  • A minimum of three years’ experience

    working with Parliament or Parliamentary support programs

  • Detailed working knowledge and

    understanding of the budget and accountability mechanisms in Uganda, and

    the current challenges therein

  • Comprehensive knowledge and understanding

    of parliamentary processes and politics, and experience dealing with

    Members of Parliament and parliamentary staff

  • Exceptional research and analysis skills

  • Possess the ability to write and analyze

    professional reports

  • Policy analysis skills will be a definite

    advantage

  • Fluency in English
