RESPONSIBILITIES
The Food Security and Livelihoods Coordinator, as technical advisor to the mission, contributes to the development of Solidarités International’s strategy by monitoring the context as it evolves, identifying needs, proposing a sector-based strategy and overseeing the implementation and quality of the mission’s cash transfer program. In particular, the FSL Coordinator is responsible for the consolidation and expansion of cash transfer programs, as well as for identifying opportunities to expand and diversify the mission’s emergency FSL interventions.
This role encompasses a strong component of coordination with other stakeholders (INGOs, WFP, FSL Cluster, Cash and Markets Working Group) to develop the cash transfer model for South Sudan, particularly within the current volatile context. The FSL Coordinator ensures SI representation and active contribution to the cluster and working groups, and reports on SI interventions.
S/he specifically guarantees the relevance, quality and suitability of proposed technical approaches and ensures harmonization with other food security and livelihoods actors.
S/he contributes to the process of institutional knowledge building and the improvement of Solidarités International methods and techniques for food security and livelihoods.
S/he develops the food security and livelihoods technical skills of the program team, particularly in cash transfer programming (CTP).
Key priorities:
Provide technical oversight and monitoring for the cash transfer program to address emergency food security needs
Work with the external evaluation consultant to determine the impact of the cash pilot, and to identify the changes required for the expansion of the program
Provide support to the cash program manager for the delivery of the cash program
Secure funding for the expansion of the cash transfer program for the remainder of 2015
Undertake ongoing monitoring of the food security situation in South Sudan
Identify opportunities for the expansion and diversification of SI’s food security and livelihoods activities
Ensure the use of program tools by the PM, and further develop and refine monitoring and evaluation tools for determining program impacts
Represent SI at relevant cluster and working group meetings, during meetings with other NGOs and UN agencies, and when meeting with donors
PROFILE
Experience:
Masters’ degree or equivalent in political science, economics, agricultural science, international organization management, humanitarian project management or a relevant field
Minimum 4 years’ experience with INGO specialized in humanitarian assistance;
Experience in implementing Food Security and Cash Transfer Programs in emergency context
Demonstrated experience in proposal and report writing
Experience in conflict/post-conflict contexts, preferably with experience in supporting emergency response;
Experience in conducting needs assessments
Knowledge of the region and/or of pastoralism way of life
Previous experience in South Sudan would be an asset
Skills:

Language:
Fluent English (written, spoken and read), essential for writing proposals and reports and for external coordination and representation meetings with other NGOs, UN agencies, donors and governmental bodies.
Knowledge of French and Arabic are an asset
CONDITIONS:
Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.
– Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
– Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
