The
Parliamentary Commission of Uganda serves the following functions;
·
Appoint, promote and exercise disciplinary control
over persons holding public office in Parliament;
·
Review the terms and conditions of service, standing
orders, training and qualifications of persons holding office in Parliament;
·
Provide a Parliamentary reporting service;
·
Provide such other staff and facilities as are
required to ensure efficient functioning of the Parliament;
·
To cause to be prepared in each financial year,
estimates of revenue and expenditure for the next financial year; and
·
Make recommendations to Parliament, or with the
approval of Parliament, determine the allowances payable and privileges
available to the Speaker and Members of Parliament.
Job Summary: The Director, Human Resource will guide the
Parliamentary Commission on Human Resources Management matters in line with the
relevant policies, regulations and laws.
Key Duties and Responsibilities:
·
Provide overall leadership to the Human Resource
Department;
·
Plan for Human Capital engagement in the
Parliamentary Service;
·
Guide on the recruitment, selection, promotion and
staff exit management policies and procedures;
·
Oversee training and talent management programs in
the Parliamentary Service;
·
Manage staff compliance with performance management systems;
·
Initiate and implement reward and incentive systems
in the Parliamentary Service;
·
Guide and manage the Human Resource Records and
Information Systems;
·
Ensure proper management of the compensation and
benefits systems;
·
Advise on and implement the discipline and grievance
handling procedure;
·
Guide management on equal employment opportunities
and gender relations actions;
·
Provide counselling and psycho-social support
services to members of staff;
·
Manage the performance and development of
subordinate staff in line with Human Resource Policies and Procedures; To
budget and plan for departmental resources;
·
Manage, mentor, coach and develop subordinate staff;
·
Perform any other duties as may be assigned from
time to time.
Qualifications, Skills and
Experience:
·
The applicant should hold an Honours Bachelor’s
Degree in Arts or Social Sciences with Personnel or Human Resource Management
studies as one of the subjects, or an Honours Bachelor’s Degree in Human
Resource Management obtained from a recognized university/institution. A Master’s
Degree in Human Resource Management or Organization Psychology from a
recognized university/institution.

Possession of a professional human resource
qualification.
·
A minimum of ten years’ experience in Human Resource
Management, three of which should have been at the Head of Department level
gained from a reputable organization.
·
Working knowledge and experience in modern Human
Resource Management and Development best practices;
·
Excellent interpersonal and communication skills;
·
Excellent organizational and time management skills;
·
Ability to steer a highly technical, results-oriented
and dynamic team;
·
A team leader, good mentor with the ability to train
and develop subordinate staff;
·
Working knowledge of laws, rules, regulations and
policies relating to Human Resource Management;
·
Must be dynamic and able to work under pressure;
·
Ability to supervise and coach subordinates;
·
Should demonstrate problem solving and
decision-making skills;
·
Should have planning and people management skills;
·
Familiarity with counseling and guidance skills.

Age: 35 years and
above
