The Government

of Uganda has received credit from the World Bank towards implementation of the

Competitive and Enterprise Development Project (CEDP). The project development

objective (PDO) is to improve the competitiveness of enterprises in Uganda

through supporting reforms in priority productive and service sectors geared

towards a better investment climate with particular focus on MSMEs.


The 5 year

project comprises of four major components and will be implemented by seven

agencies among them is Uganda Registration Services Bureau (URSB). However, the

overall coordination of the Project will lie with the Private Sector Foundation

Uganda (PSFU) through a Project Coordination Unit (PCU). The Government of

Uganda recognizes the vital role that the private sector plays in the social economic

development of the country. The MGF supports interventions in high-potential and

sector specific sub-sectors including: tourism, coffee, horticulture, grains

and pulses, fisheries, edible oils, and information and communication

technology (business process outsourcing). In a bid to address some of the

constraints facing private enterprises, Government included a Matching Grant

Facility (MGF) component under CEDP that aims at;


·        
Improving enterprise capacity by facilitating beneficiaries

access to grants of up to 50% towards use of sector specific business

development services (BDS), building skills and improving quality standards at

firm level.


·        
Increasing the growth and competitiveness of the private

sector in Uganda in order to maximize returns on products/services through

value chain analysis.


Job Summary: The Monitoring

& Evaluation Officer will take overall responsibility for providing

coordination and leadership for monitoring and evaluation of the MGF component.

The incumbent will be responsible for ensuring accurate and comprehensive data

collection and analysis of results to report on progress towards project

objectives. He/she works with technical team members to develop appropriate indicators,

targets and methods for collecting information on project activities and assist

with analysis for evidence-based decision making for project improvements.


Key Duties and Responsibilities:  


·        
Implement the MGF monitoring and evaluation strategy,

as established under the component Implementation Manual and recommend any

possible changes when appropriate.


·        
The incumbent will identify information requirements

of the MGF component concerning  planning

of activities, data collection, monitoring and evaluation.


·        
Regularly review the performance indicators,

establish baseline data and reports produced by different stakeholders; ensure

consistency with the definition and methodology of collection of these

indicators by keeping an M&E plan for each indicator.


·        
Actively monitor and report on the performance of

the different activities funded under the component and ensure timely measures

are in place to improve the overall monitoring system;


·        
Support the MGF Manager in preparing periodic reports

by providing data on all activities in progress as per the performance

indicators, non-performed and completed during the project lifespan.


·        
Set up a data base for operational systems for collecting,

analyzing, and reporting project related data.


·        
Conduct as appropriate TORs for special studies when

necessary (e.g. baseline, Impact Assessment; monitoring and evaluation studies,

etc…


·        
Prepare and submit quarterly and annual M&E

reports showing progress against the targets of each output indicator, and

assist in the preparation of the annual work plans.


·        
Keenly track performance against supported activity

budgets and carry out due diligence work on implementation status.


·        
Work with and update the component tracking and

monitoring system to generate the required performance reports.


·        
Perform any other duties that may be assigned by

his/her supervisors.


Qualifications, Skills and Experience:  


·        
The ideal candidate should hold an Honour’s degree

in Statistics, Economics, Social Sciences, Social Work and Social

Administration or the other related subjects from a reputable University with post

graduate training and qualification in M&E. A master’s degree in related

and relevant field will be an added advantage.


·        
A minimum of five years practical experience in

designing and/or implementing organisational level systems for M&E


·        
Significant experience in designing and/or

implementing data collection and data management systems


·        
Working knowledge of data analysis software (e.g.

SAS, SPSS) and basic computer skills i.e. Word processing, spread sheets, and

databases) is required.


·        
Strong knowledge of/expertise in evaluation

techniques (quantitative and qualitative methodologies, questionnaire

development, statistical analysis, logic models, evaluation plans, etc.)


·        
Prior exposure and experience in the entire

evaluation cycle, from design and formulation to implementation, analysis and

presentation of results and recommendations.


·        
Excellent oral and written communication skills.


·        
High degree of integrity in handling public resources

and in executing duties.


·        
A high level of interpersonal and management skills

and ability to work with teams in the organization


·        
Proven integrity and confidentiality in handling

public resources and in executing duties


·        
Ability to work under pressure and tight deadlines


·        
Excellent planning and organisation skills


·        
Good problem solving skills


·        
Good leadership and management skills


·        
Fluency in both written and spoken English.
