Organisation: Ministry of HealthFunding Source: Belgian Development Agency (BTC) Reports to: Director Health Services (Planning & Development) / ICB project CoordinatorThe Ministry of Health, in partnership with BTC - Belgian Development Agency, is implementing a project named ‘Institutional Capacity Building in Planning, Leadership and Management in the Health Sector’. The project was designed in close collaboration with the MoH for optimal alignment with the ministry’s strategic vision and priorities as laid out in the NHP II and support to the implementation of the Health Sector Strategic and Investment Plan 2010/11 - 2014/15 (HSSIP).The Project supported interventions take place at the MOH headquarters, as well as at various levels of the health pyramid in two regions (Rwenzori and West Nile) and at the national Health Manpower Development Centre (HMDC Mbale).Job Summary: The Project Officer at HMDC Mbale will work closely with the ICB Technical Advisor on implementation and follow-up of the project support to HMDC and CPD activities in the two regions. The PO will work under the responsibility of the Director Health Services (Planning & Development) I ICB Project Coordinator.Key Duties and Responsibilities:  1. Responsible for institutional development of HMDC and regional training centre: technically support setting-up regional, sustainable coordination of the CPD centres in the project regions (in close cooperation with ICB Regional Project officers)Render support in the follow-up-up and expansion of the eLearning programme (technical and educational) Follow up on district Training Needs Assessments (TNAs) and use results for identification of new courses.Oversight of the on-line learning platform (Moodie), administering on-line courses and trouble-shooting. Actively initiate and guide investments in IT infrastructure (short- and longer term)Support implementation of Strategic and Investment PlanDrawing roadmap and follow-up the process for status change of HMDC to self-accounting / semi-autonomous institute, o Support HMDC in the development of their annual work plans in line with the 5-year SIP4. Partnership Development: Support development of strategic partnerships with other (national and international) training centres, institutes and organizationsActively and regularly participate in project planning, coordination, implementation and monitoring as member of the HMDC teamPerform any other duties assigned by the Project Coordinator or Technical Advisor.Qualifications, Skills and Experience:  The best candidate should hold a Bachelor’s degree in Business Administration, Education, ICT or relevant other fieldAdditional qualifications in Monitoring & Evaluation, Institutional Development and / or Project Management are added advantagesA minimum of two years’ proven relevant working experience.Working experience in the health or education sector with Government of Uganda (central or local) or a reputable NGO or bilateral organization is an added advantage.Good computer skills (i.e. spread sheets, word processing and internet use), preferably with additional IT skills like internet and networks, website configuration, etc.Excellent interpersonal skills; skilled in efficiently inducing and actualizing change and progress, despite challenging administrative and bureaucratic environment.Highly pro-active and takes initiative.
