ADD International NGO Jobs - Learning, M&E and Programme Manager


Organisation: ADD InternationalADD International (Action on Disability and Development) has been working in Uganda since 1987 and its country strategy for 2013-17 focuses on the following areas: HIV and disability, preventing and responding to violence against disabled girls and women, the promotion of enjoyment of human rights by under-represented categories of disability and Cross-cutting issues such as livelihoods, child protection and capacity building for disabled peoples organizations. Key Duties and Responsibilities:  1. Overseeing Programme Implementation: 25%Work closely with the Country Director in developing the long-term vision and strategy for ADD programmes in order to achieve significant impact in Uganda. Develop operational plans with respective staff to ensure the effective implementation of programme activities in line with ADD’s strategy and contracts. Offer strategic leadership and support supervision to program staff to ensure effective implementation of programmes. Develop agreements with partners, stipulating roles and responsibilities.Actively co-ordinate Capacity Building and communication with partner organizations to ensure effective implementation of programmes.  Promote and uphold the observance of ADD’s values by the staff of ADD and those of partner organizations during the implementation of mutual programmes. Offer strategic linkages for ADD’s partners to increase their access to development resources and avenues for influence.          2. Co-ordinating Monitoring, Evaluation and Learning: 35%Responsible for implementing ADD International’s Monitoring, Evaluation and Learning framework within the context of the country programme. In charge of the collection, analysis and aggregation of information from ADD’s interventions. Responsible for preparing reports on programme activities according to designated intervals for the Country Director, ADD UK, development partners and other stakeholders in conformity to relevant frameworks. Ensure partner organizations use appropriate tools and methodologies for collecting, documenting and disseminating results of their activities.Responsible for organizing scheduled formative and summative evaluations. Convening learning forums for ADD staff, partner organizations and other stakeholders to ensure regular exchange of information, reflect on practice and methodologies. Work with relevant ADD UK departments to implement strategies for communicating results and “good practice” from ADD’s interventions.             3. Contributing to developing programmes: 15%Work in liaison with the Country Director and relevant UK colleagues to develop high quality and competitive applications for funds and other resources.Work with the Country Director and relevant UK departments to identify and nurture relationships with development partners.             4. Member of Senior Management Team: 10%Steer the recruitment of programme staff and volunteers.  Carry out regular appraisals and organize capability development programmes for staff under direct line management. Lead on problem-solving during instances of conflict between ADD and partner organizations during the implementation of mutual programs. Serve as an alternative signatory on ADD accounts. Play an active role in participatory decision-making both within the country programme and where required in the global leadership of ADD International.   5. Participating in network activities: 10% Represent ADD in strategic alliances with government institutions and civil society networks for learning and leveraging the influence of ADD.6.  Cross-organizational learning: 5% Actively participate in joint activities such as learning forums with other ADD colleagues to create a strong “networked” organization where colleagues support, strengthen and learn from each other.          Qualifications, Skills and Experience:  The candidate should hold a Bachelor Degree in Humanities, Social Sciences, Community or Development studies awarded by an institution recognized by the National Council for Higher Education. Relevant Masters or Graduate diploma, for example, in Monitoring and Evaluation, Project Planning and Management, Development Communication, awarded by an institution recognized by the National Council for Higher Education.At least three years’ experience  in a manager/co-ordinator role in  a national or international Non-Governmental Organization with duties of  monitoring and evaluation, line management and resource mobilization Or:  Prior experience in public service at the scale of U2 (E) Prior job experience in organizations working with vulnerable groups.Proven experience of using a variety of qualitative and quantitative  tools and methods to execute monitoring and evaluation.  Proven field experience of designing and delivering training.Possess the ability to work with limited supervision and under stress situation to meet tight deadlines.Excellent documentation and communication skills.
