ULA Job Vacancy - Monitoring & Evaluation Officer


Organization: Uganda Land Alliance (ULA)Reports to: Deputy Program DirectorUganda Land Alliance is a consortium of International and National NGO’s and Individuals focusing on land, promotion of land rights and protecting the interests of the poor, vulnerable and marginalized through “Enhancing civic participation in land governance and resource management country wide.”Job Summary: The Monitoring & Evaluation Officer  will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. The M&E officer will also support the implementation of the ULA’s Wide Resource Mobilization Strategy, maximizing Resource Mobilization opportunities and supporting ULA’s  Resource Mobilization efforts by leveraging the National, Regional and international status of the ULAKey Duties and Responsibilities:  Actively monitor all project activities, expenditures and progress towards achieving the project output and develop and strengthen monitoring, inspection and evaluation procedures Funding plans: Work with units in the zone office, and regional and country offices, to develop funding plans for all IFRC emergency appeals and long term plans, establish tracking sheets to track all incoming funding, and aim to ensure good coverage of all appeals/plans.Maintain an overview of the funding situation of all current annual plans and emergency appeals in ULA’s thematic areas, continuously identifying gaps in funding and funding priorities.Ensure that various donor stewardship activities are undertaken in a timely way, including:Pledge management: working with LRIC, to ensure efficient processing of all pledges for all appeals/plans, according to established guidelines;Grant management: work with the SMT, LRICs, to ensure that all grants of funding received through the secretariat are managed well, that guidelines/procedures are followed, ensuring good quality proposals, and that monitoring mechanisms are in place for management of grants; andDonor reporting: working with relevant departments, and regional LRICs, to ensure that all donor reports (standard reports and pledge based reports) are prepared to quality standards, that there is compliance with agreed donor conditions and requirements, maintaining a tracking system, to ensure that all reporting deadlines are met.Recommend further improvement of the logical frame work and develop monitoring and impact indicator for the project successAssist ULA to produce high quality evidence-based services through development, dissemination and utilization of best research practice approaches and strategies. Take a consultative and inclusive approach by working in partnership with key internal and external stakeholders. To strengthen academic and practitioner links with ULA’s research functions.Offer timely feedback to the Deputy Programs Director on project strategies and activities and suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks Quickly report monthly, quarterly, half-yearly and annual progress on all project activities to the Deputy Programs DirectorCarry out capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the Women Lands Rights ProjectProvide inputs, information and statistics for quarterly, annual and other reports to the Project Management Team and Donors;Actively participate in annual project reviews and planning workshops and assist the Deputy Programs Director in preparing relevant reportsSupport monitoring and evaluation of the effects and impact of the projectSupport in coordinating across the available components of the Projects to ensure effective implementation of M&E/MIS;Support the project personnel with M&E tools and in supporting them in their use.Perform any other duties as requiredPreparation of monthly MIS reports;Support the Project Manager in preparing other relevant reports;Organize and conduct training on M&E/MIS for project and government staffAssist Project Manager in the preparation of reports on the findings and lessons learned from project innovations;Provide input and update information related to project outcome in ULA and its Social Media platforms websites and relevant multi-media channels; Support Project Manager in preparing monthly and quarterly reports on project progress based on MIS reports on project activities;Prepare Issues Log and Risk Log for the project;Develop M&E system for the Project and for the government counterpart/stakeholders;Prepare and maintain data base.Qualifications, Skills and Experience:  The candidate should hold a good University Degree preferably in Business Administration, Economics or related field.Past qualification in Monitoring and Evaluation, Management Information Systems or its equivalent  A minimum of five or more years’ experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government;Significant experience in designing tools and strategies for data collection, analysis and production of reports; Proven ICT skills, especially in the development of MIS software using database software; Expertise in analyzing data using statistical software;Strong training & facilitation skills.All those interested in working with Uganda Land Alliance, ULA, meet the above specifications, should send their applications together with their Curriculum vita, copies of the academic transcripts and testimonials.
