Humanitarian Initiative Just Relief Aid (HIJRA) is an international African humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn, East & Central Africa by implementing WASH, Health, Education, Livelihoods, Community service & development and Protection programs in the region for a period of more than 20 years.

HIJRA with funding from the UNHCR in Uganda is implementing a multi-Sectoral Program for refugees Oruchinga settlement (Isingiro district) and transit centers in Kisoro and Bundibugyo districts. HIJRA, in a strategy to expand existing program implementing team, is now seeking for qualified person willing to offer Humanitarian Program Support Services in Finance & Administration.

Job Purpose

The Head of Finance and Administration will be responsible for sound financial management and grants management in Uganda Program. S/he will work with the management in implementing HIJRA’s Risk Management policies, practices, and procedures.

Key responsibilitiesManage risks according to an enterprise risk management framework and ensures the organization's risk management policies and strategies are in compliance with applicable regulations and set HIJRA’s standardsMonitors and analyzes financial risks within HIJRA’s Uganda departmental unitsMonitors, and as necessary, coordinates compliance activities of country office to remain abreast of the status of all compliance activities and to identify trends.Identifies potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.Work with the heads of other functions to develop an effective compliance training program,Preparation of Uganda monthly financial reports and budget variance reports (BVA/BMR) and submission to the managementPreparation and submission of monthly partner’s reports as well as submit Quarterly review reports and participate in the reviews as may be required by the donor.Managing all finance related matters in Uganda in the Finance and Accounts sections including implementing appropriate policies and procedures, keeping accurate financial records, maintenance and balancing of final financial accounts and petty cash accounts, and reconciliation of Accounts, preparation of financial statements and Banks reconciliationPayroll preparation for the Uganda Office including pay slip preparation and issue to staffManagement of the statutory payments to the relevant authorities is Uganda to ensure payments are made within the stipulated time.Management of the Bank Accounts including deposits, processing in the online banking and withdrawals on behalf of the organization and preparation of bank reconciliationsManagement of sub grantee accounts and liaises with partners in grants management.Proactively engage in the budget development, implementation and revision as may be requiredPreparation of donor reports and verification for accuracy of documentationSupport the other department in financial managementCapacity building on financial management to all relevant staffSupervise staff in the finance, logistics and administration departmentsEssential Qualities and AttributesBachelor of Commerce (BCOM) degree with a major in Accounting or FinanceCertified Public Accountant Part 2 (CPA 2) or its equivalentAt least 3 years’ experience in Finance, Procurement and Logistics in a busy International NGOWide experience in the use of computer applications; clear understanding on the usage of Navigation (ERP) Soft wares, and other financial software systemsDemonstrated experience managing donor funds and ensuring compliance with donor requirementsUnderstanding of risks and related relevant controls primarily in the overall grant cycle including program, financial and procurement cyclesSupervisory skills
