PSI South Sudan seeks a self-motivated, analytical and action-oriented entrepreneurial leader for the position of Business Operations Technical Advisor. This individual will be responsible for managing supply chain and administrative operations within a dynamic platform in an environment of evolving opportunities. PSI is a key actor in the South Sudan health sector supporting the Ministry of Health in the execution of health interventions in Malaria prevention and treatment, Integrated Community Case Management and WASH. Founded in 2005, the platform has offices in Central and Western Equatoria as well as Western Bahr el Gazel, but as the Global Fund Principal Recipient, oversees the malaria control activities of sub recipients across all 10 States. Multiple donors support the platform, including the Global Fund, DfID and Proctor & Gamble. Having firmly established its activities, the program now offers great opportunities for greater depth of programming and portfolio diversification.
The Business Operations Technical Advisor will oversee and manage supply chain and fleet support to all of PSI South Sudan’s field offices and manage a current staff of about 15+ employees across these offices. Areas of responsibility will include, but will not be limited to procurement, IT management, asset management, logistics, warehousing and fleet. Line management responsibilities include the Field Operations Manager, Procurement Manager, Transport Manager, and the Warehouse and Logistics Manager.
The Business Operations TA will also be responsible for setting up and managing the operations departmental budget and fostering an ethic of ensuring value for money on the department’s transactions. Building capacity of host country national staff and mentoring qualified individuals to take on increasing levels of responsibility over time is essential. This management level position is based in Juba, with about 40% travel to the field, and will start in April 2015. This is a one year international position and reports to the Country Representative.


RESPONSIBILITES:Duties include, but are not limited to working with the Managers to:
Procurement


Ensure compliance with PSI Global procurement policies and PSI/South Sudan’s existing procurement policies;
Oversee recruitment and the management of platform procurement staff;
Minimize fraud via active monitoring and supervision of procurement activities as well as close coordination with internal and external audits;
Oversee all international and local procurements; increase responsiveness to internal requests by streamlining procurement processes and aligning them with platform needs;
Maximize efficiencies and cost-savings through pooling procurement of core operational and programmatic commodities and targeted sourcing.
Serve as point person on coordinating procurement needs of the National Malaria Control Program.
Work with PSI/South Sudan legal counsel to periodically review contractor contracts to ensure compliance with PSI regulations and policies as well as South Sudanese laws.
Ensure compliance with donor rules and regulations.
Serve as liaison with PSI’s procurement department in Washington D.C. and in Nairobi, Kenya to coordinate the import of health and other non-ethical commodities for PSI’s operations;
Fleet and Transportation
Oversee the management of all fleet operations including repairs and maintenance of Vehicles, Motorcycles, Bicycles, Generators and Air Conditioners
Coordinate all transportation needs, including PSI’s growing vehicle fleet through the use of GPRS and Road -Based Fleet Solutions software;
Ensure advice from the Security and Risk Managers is followed and adhered to
Warehousing and Logistics
Ensure compliance with PSI Global Warehousing policies and PSI/South Sudan’s existing warehousing policies;
Coordinate adherence to standard warehousing best practices across all of PSI’s warehouses both in Juba and in the field offices;
Review programmatic consumption data and lead forecasting of commodity needs for all program areas. Manage the Logistics Management Information System (LMIS)
Ensure that commodities are secured and that there is no stock out of drugs and medicines
Manage all inbound and outbound Logistics for PSI
Management of PSI and Donor Assets
Supervision of SR and partner warehouses to ensure that these warehouses are compliant to global warehousing best standards
Ensure data quality and proper storage / conservation of original books used for field activities
Ensure that there is a properly working archival and retrieval system for books, files, documents samples, brochures and other business related documents and non-electronic knowledge
Warehousing needs evaluation
The Business Operations TA will be responsible for ensuring that the right infrastructure is put in place at central stores that meet global warehousing standards



S/He will complete warehouse audit at the central stores that would identify the infrastructure and systems needed to improve the daily warehousing functions and improve on knowledge management at the warehouse. The successful candidate will be tasked with ensuring systems are put in place to confirm visibility of the whole of the supply chain from PSI stores to beneficiaries


S/he will be responsible for quarterly stock take counts in all PSI warehouses, SR warehouses and other key partners


Field Operations


Work directly with Field Operations Manager to ensure the flow down of, and adherence to, PSI/South Sudan’s policies and procedures to all of PSI’s field offices;
Conduct routine oversight and supervision visits to all field offices to review the quality of business operations systems and activities across and provide support where necessary;
Serve as point security liaison for PSI/South Sudan; regularly review security plans and serve as point for the field on all security issues.
Ensure that the field is fully supported to achieve all their objectives, and that they are performing optimally
ICT Management
Ensure PSI has the necessary hardware and systems needed to improve the daily IT functions such as email, data management, security, as well as accommodate new IT innovations including a vibrant a knowledge management system.
Oversee the Implementation of the IT policy and ensure compliance
Oversee the management of a workflow management system to be used for routine approvals and management of inventory, asset and others to make work easier, faster and auditable
Oversee the recruitment and staffing needs of the ICT department
Liase with ICT consultants and ensure that they perform as per given scopeBusiness Status and compliance to local laws and regulations
Ensure that PSI business conforms in all aspects to local laws and regulations as established and as may be amended from time to time
Ensure completeness of the PSI contract register
Establish and manage the PSI Business Operations risk register
QUALIFICATIONS:
Master’s degree or equivalent experience (MBA preferred);
3-5 years management experience overseeing multiple functions and/or office operations; ideally in a business development capacity;
Experience managing staff and programs in a developing country context; Previous operations or logistics experience in South Sudan a plus;
Minimum two years developing country work experience;
Private sector experience preferred;
The successful candidate will be a strong analytical thinker, decision maker and problem solver with excellent organization, communications, and interpersonal skills; a hands-on manager capable of keeping large teams disciplined and performing; and able to deliver results in a challenging environment.
