The Office of the United
Nations High Commissioner for Human Rights (OHCHR) represents the world’s
commitment to universal ideals of human dignity. We have a unique mandate from
the international community to promote and protect all human rights. The High
Commissioner for Human Rights is the principal human rights official of the
United Nations. The High Commissioner heads OHCHR and spearheads the United
Nations’ human rights efforts. We offer leadership, work objectively, educate
and take action to empower individuals and assist States in upholding human rights.
Job Summary: The UN OHCHR Human Rights Officer will be
responsible for ensuring the liaison, coordination and follow-up of all human
rights activities of the sub office field team in Moroto.
Key Duties and
Responsibilities:
- Carry
out substantive research and analysis of human rights issues/events and
assess their impact on the human rights situation in the assigned region. - Collect
and analyze human rights indicators in region of assignment, including
gender-specific indicators. - Routinely
advocate with relevant authorities including local government and security
sector institutions, on human rights compliance. - In
charge of direct capacity-building activities on human rights with
government, NHRI, CSO and other partners. - Oversee
the verification work through periodic visits in the region; follows up on
cases and reporting in the database. - Represent
UN human rights programme at working level meetings. - Write
a variety of reports, communications, briefings, etc. - May
provide guidance to new/junior staff. - Performs
other related duties as required.
Qualifications, Skills and
Experience:
- The
ideal candidate for the United Nations OHCHR Human Resources Officer
should hold an advanced university degree, preferably in law, political
science, international relations or other disciplines related to human
rights. A combination of relevant academic qualifications and qualifying
experience may be accepted in lieu of advanced university degree. - Five
or more years of progressively responsible professional experience in the
area of human rights or related field. - Working
knowledge and working experience with human rights monitoring and
reporting in a post-conflict society is desirable.
Languages - Fluency
in written and spoken English. Knowledge of one of the languages spoken in the
sub-region is an asset.
- Professionalism - Good knowledge of and exposure to a
range of human rights issues, including approaches and techniques to
address sensitive problems. Good knowledge of institutional mandates,
policies and guidelines related to human rights. Ability to identify
problems, i.e., political, ethnic, racial, gender, social, economic, etc.,
impacting on the human rights situation in a country or geographic area;
Good analytical and research skills, including ability to evaluate and
integrate information from a variety of sources and assess impact on the
human rights situation in assigned region/country. Takes responsibility
for incorporating gender perspectives and ensuring the equal participation
of women and men in all areas of work. - Communication – Strong communication (spoken, written
and presentational) skills, including the ability to produce a variety of
written reports in a clear, concise style, to deliver training
presentations to external audiences, to build/maintain effective
partnerships, to manage information and public information activities. - Planning and Organizing - Ability to establish priorities and
to plan work assignments, juggle competing demands and supervisory tasks,
and work under pressure, of frequent and tight deadlines; - Technology Awareness -Good computer skills, including
proficiency in word processing, spreadsheets, other and relevant software
packages; - Teamwork - Proven interpersonal skills and
ability to work in a multi-cultural, multiethnic environment with
sensitivity and respect for diversity.
