JOB PLACEMENT: TPO Democratic Republic of Congo – TECHNICAL SUPPORT OFFICE IN BUKAVU


Position 1: Team Leader


Job tenure: One year renewable


Location: Bukavu, South Kivu


Reporting to: The Regional Director, Kampala, Uganda


TPO Uganda commenced operations in the Eastern Democratic Republic of Congo in 2010 at the invitation of UNICEF. Our main objective is to strengthen capacity of local organisations to deliver community based child protection and psychosocial support services. Interventions include socioeconomic support to individuals and families of children returning from captivity; vocational training skills and reintegration of children returning from armed groups. The Country Office is based in Bukavu in South Kivu with satellite offices in Uvira, Idjwi, Shabunda and Mwenga.


Brief Scope of work


We are looking for a Team Leader to transition this regional project into a fully-fledged program; exploiting opportunities for resource mobilisation, building partnerships with donors and other agencies and increasing the volume, depth and portfolio of our interventions. You will supervise a team of over 30 staff spread across these regions and work with them to strategically grow the organisation from a technical support office to an influential actor in the region and beyond.


Person Specifications


§ Fluency in both French and English is a must. Both written and oral.


§ You should be familiar with the context in DR Congo including familiarity with local laws and policies.


§ You should have worked in a conflict or emergency context and able to withstand the rigor and demands of such contexts.


§ Demonstrable experience not less than 5 years in a senior management position, leading teams, mobilising resources and developing partnerships.


§ Familiarity with child protection programs; psychosocial support; livelihoods and other children and youth centred interventions.


§ Impeccable management expertise, ability to backstop both program and finance staff, providing HR guidance and mentorship.



§ Representing the organisation and experience dealing with multiple donors including UNICEF and others; proposal development and grant making.


Minimum Qualifications


A post graduate qualification in development management; international development or a social work related field with at least 5 years’ experience in a senior management position. Familiarity with computer packages including MS Office. You should be familiar with the international frameworks protecting children in armed conflict including prior experience designing and implementing projects that promote the UNCRC and other optional protocols.


Position 2: Finance and Administration Manager


Person Specifications:


§ Fluency in both French and English, oral and written communication.


§ Familiarity with UNICEF, EU, CORDAID reporting requirements.


§ Ability to work in remote emergency contexts policies.


§ Budgeting, financial management and computerised accounting software such as SAGE, PASTEL.


§ Experience establishing and managing logistical systems for emergency programs.


§ Management systems training and mentorship of local organisations in grant management and project planning and management.


§ Asset and inventory management


§ Donor liaison, reporting and networking


Minimum qualifications


A bachelor’s degree in accounting plus part qualification as a chartered accountant or CPA not less than stage II. Over 5 years’ experience managing grants and administrative tasks for an international NGO. Human resource management experience; strategic planning and policy development and enforcement.
