JOB PURPOSE The Programme Manager will be responsible for further developing African Revival’s Uganda programme, leading the implementation of current and future activities, whilst developing and managing relationships with international and national stakeholders working towards the provision of quality education in northern Uganda. The post holder will also be responsible for managing and monitoring programme delivery against objectives, programme expenditure against budget, fundraising (including proposal writing) and reporting to donors.

SPECIFIC TASKS AND RESPONSIBILITES


  1. Programme Development  Develop new project and programme proposals (on education, livelihoods and construction projects/programmes) in conjunction with CEO and the Fundraising & Comms Director (FCD)  Respond to Uganda-based calls for proposals, letter of enquiries, etc. from institutional donors  Lead on writing concept notes and full proposals to grants, foundations and institutional donors  Contribute to the development of new projects and/or programmes for Uganda through reviews of existing projects/programmes and through research into new potential project areas  Carry out needs assessments for new schools in the Acholi Region to provide a basis for development of new projects  Compile project impact data on all of our projects for the UK Fundraising Team to support and strengthen the case for support in our funding proposals 20%

  2. Project/Programme Management  Take overall responsibility for the management of our education, agricultural / livelihoods and construction projects/programmes in Uganda  Directly oversee the implementation of all programmes in Uganda  Ensure quality design and delivery of all projects  Ensure compliance with donor requirements/agreements  Develop and oversee implementation plans and targets that will ensure that all agreed and funded projects are delivered in a timely and cost effective manner  Conduct regular monitoring visits to project sites to ensure work is meeting the agreed targets and district offices / communities are regularly informed of our plans  Ensure cross organisational learning 20%

  3. HR/ Staff Management  Responsible for overall management of all staff within AR Uganda offices  Manage the day-to-day work of 4 full-time Project Coordinators, their performance and their professional development  Manage consultants, as relevant, contracted to produce particular pieces of research and analysis  Develop a high performing team ensuring development and retention  Develop and maintain a transparent, honest and supportive communication structure within the office staff and field sites  Maintain good inter-team communications, engender good team dynamics, and take suitable action if/when problems occur  Ensure that all AR policies are enforced  Lead on fortnightly team meetings – a forum where important news is shared, case studies of current projects are presented by field staff and challenges/issues are discussed and shared  Ensure Safety and Security of staff, partners and AR’s assets 20%

  4. Financial Management  Ensure effective financial management of project resources for AR and partners  Manage relationships with in-country project donors  Produce annual core budget in collaboration with the Finance Director and Finance Manager  Oversee project/programme expenditure and ensure budgets are adhered to  Alert the CEO and the Finance team if any project/programme(s) are likely to exceed the agreed budget as early as possible  Manage any relevant risk assessments for the Uganda programme 15%

  5. Monitoring and Evaluation  Ensure that AR becomes more results and impact focused and that our implementation is planned, implemented and monitored with the use of empirical primary and secondary data  Lead and develop rigorous and systematic monitoring, learning and evaluation system  Ensure a robust M&E plan is in place at the start of every project/programme  Ensure that all individual projects and programmes are monitored and evaluated to 10% determine the impact of these projects/programmes and determine any changes needed to increase impact of future projects/programmes  Regularly review our impact quarterly and collect relevant data from each project/programme

  6. Managing Strong Strategic Relations In-Country  Be the lead contact of the organisation within Uganda, improving our brand awareness  To network with organisations relevant to the work of AR  To represent the organisation at relevant national, district and partner meetings  To lobby for funds from in-country sources as well as other sources  To play a role and advocate in national and regional dialogues on relevant matters to the organisation  Create new relationships and partnerships with larger NGOs, unilateral and multilateral funding bodies 10%

  7. Reporting  To provide weekly work plan and reports on all project/programme activities  To provide concise bi-monthly reports on all key project/programme activities/developments, HR management and other general challenges to CEO (for information/discussion at the board meeting)  Lead on all written donor reports (requirement and frequency vary from donor to donor)  To ensure all reporting documents are distributed timely to the CEO and Finance Director 5%

PERSON SPECIFICATION Qualification Masters degree in a relevant field, e.g. International Development, Project/Programme Management, Education Management Essential Requirements  At least 3 years’ management experience, preferably in the non-profit sector, in a post-conflict setting (preferably in northern Uganda), managing multiple community-led programmes (preferably education, construction or agricultural / livelihoods programmes)  Experience in programme development and strategic planning  Experience of managing staff in a multi-cultural and multi-functional team  Experience of financial management of major international donor governments and agencies including overseeing financial procedures, budget management and donor reporting  Experience of developing and managing collaborative relationships with a wide variety of civil society, governmental and multi-lateral institutions  Experience of representing organisations at high level  Good knowledge of Uganda and preferably of Northern Uganda and/or the region  Excellent communication skills (written and verbal)  Excellent team-management and team-building skills Desirable Requirements  Acholi language skills  Expertise on early childhood development / construction / agronomy  Good presentation skills  Photography skills  Working knowledge of desktop publishing software (e.g. Indesign or similar) IT  Good working knowledge of Microsoft Office (Word, Excel, Powerpoint)
