Technical Field Manager – DDG | - 2015
The Danish Refugee Council (DRC) is looking for an experienced Technical Field Manager-DDG who will be responsible for all field operations for DDG.

DRC is a leading protection agency and has in conjunction with our specialist unit, Danish Demining Group (DDG), been operating in South Sudan since 2005, initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed. We are currently actively engaged in providing humanitarian services to refugees from Sudan and to internally displaced persons.
About the job
The Technical Field Manager Mine Action (TFM MA) is responsible and reports to Operations Manager (OM) and in his absence to Head of Programme DDG (HoP). During the daily operations hours, he/she is responsible to Operations Manager. Position of TFM MA, the two main objectives in this position are to ensure safe working practice in accordance with SOPs, achievement of required levels of productivity at daily work and day to day management of the teams’ logistics, HR, admin and finance related matters.
The Technical Field Manager also has the primary function of training, monitoring and mentoring the national staff/teams under his/her responsibility, while also controlling quality and compliance with SOPs, national standards, and IMAS. The purpose of this role is to develop the capacity and technical knowledge of the national staff within DDG. The objective of building technical knowledge and capacity within the national staff is to ensure that correct and safe MA practices are followed and sustainable supervision and management capacity is developed within the organisation. It is important that the Technical Field Manager does not take over the tasks and responsibilities of the national staff under his/her supervision, but rather monitors and ensures that these tasks are carried out correctly, efficiently and effectively.
Key Responsibilities:
The Technical Field Manager has direct responsibility and accountability for the operational assets allocated to him/her. These responsibilities cover:
a. Mine Action operations, including
Work plan input and implementation
Daily management and supervision of the operational activity
Planning, deployment and analysis of operational tasks, M&E and QA
Mentoring and training of staff
Adherence to SOPs and security measures
Liaison with local authorities, mine action authorities and other organisations, particularly UNMAS and National Mine Action Authority
Ensure the correct handling, maintenance and fault reporting of equipment assigned to the teams
Ensure before the start of operation in clearance area, the correct use of PPE as per SOP
Ensure that the demining equipment are functioning properly
Ensure the safe storage of explosives and related accessories in your field locations
Report achievements and results of daily clearance effort to the OM
Report problems and delays with clearance to the OM.
b. Monitoring and supervision of the following functions for the specific field deployments:
Logistics and Finance, such as ensuring serviceability of equipment for assigned tasks and the usage of proper procedures and documentation in field requests
Admin and HR of the designated teams, including absence administration, discipline and welfare, as well as identifying staff with potential for advancement.
Perform regular staff appraisal
Reporting, such as Daily Situation Reports, QA reports, taskspecific documentation as required by the SOPs and project reporting requirements
That the drivers drive the assigned vehicles in a correct and sensible manner in adherence to DDG SOPs, weather and road conditions at all times
Maintain regular spot checks on the serviceability of the vehicles, ensure the renewal of insurance and log books are up to date
Ensure that the drivers adhere to the speed limits for DDG vehicles. When the road conditions are poor, drive as slowly as necessary to facilitate safe passage for the passengers and ensure no damage to the vehicles
Ensure that the drivers maintain the vehicle and the vehicle equipment to a high standard, and report any issues with regards to repairs, need for resupply or damages
Ensure that all transport records including vehicle logbooks, maintenance and service records are maintained according to SOP’s and reported to OM
Monitor and maintain records of fuel consumption of the vehicles and report to OM on monthly basis Ensure that the communications (HF, VHF) are used in accordance with the call signs, terminology and radio discipline provided by DDG. Report any non-functioning communications equipment to OM
Perform any other task as instructed by the Operations Manager or Head of Programme.
Required qualifications and experience
Substantial, documented professional technical experience in mine action
IMAS EOD Level 3
Comprehensive first aid training; preferably a medical trainer
Radio communication skills
Strong administrative and operational ability
Excellent management and personnel skills – a calm and diplomatic disposition will be preferred
Ability and flexibility to understand the cultural and political environment and to work well with the local authorities
Ability to work independently and still be a good team player
Ability to live and work in a remote and isolated area
Fluency in spoken and written English
Good computer skills including excel and word
A background in training would be advantageousShort description of the position.
Conditions
Availability: As soon as possible.
Duty station: Juba, South Sudan with frequent travel to field operation sites for direct support, monitoring and representation.
DRC will offer the successful applicant a contract until December 31st, 2015 renewable dependent on both funding and performance. You must be available to start work immediately and be willing to live in basic accommodation. The position is at B4 in DRC’s salary scale.
