Job Summary: The incumbent will technically support the

implementation of the activities of GCCA Project – GCP/ UGA/041/EC – Result

Area 1: Knowledge and Capacities for Climate Change Adaptation Strengthened.

He/She will coordinate and report on all technical aspects of the result area.


Key Duties and Responsibilities: 

  • Offer technical and organizational support

    to the Project Manager

  • Actively contribute to project reporting,

    assessment and communication

  • Technically support the Climate Change

    Department (CCD) in implementing and monitoring the climate change

    awareness raising activities at national and district level as agreed in

    the Letter of Agreement between FAO and the Ministry of Water and

    Environment;

  • Provide other relevant support to CCD in

    relation to the GCCA project;

  • Actively facilitate/coordinate the

    implementation of the Cost-Benefit-Analysis study;

  • Coordinate the up-scaling /replication of

    Adaptation best practices at community level in the 6 GCCA target

    Districts;

  • Support the coordination of National

    climate Change Modeling in Uganda

  • Coordinate the development of awareness

    materials for climate change

  • Coordinate the revamping of four regional

    research and development centres to incorporate climate change

  • Coordinate planning and implementation of

    applied research on livestock patterns/ dynamics with Makerere University,

    Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) and

    National Agricultural Research Organization (NARO);

  • Coordinate the review, planning and

    implementation of mainstreaming of climate change in three sector policies

    (Agriculture, Water and Environment);

  • Actively coordinate CCD/ADETEF efforts in

    support of the establishment of a comprehensive performance measurement

    framework (PMF) for Climate Change Policy implementation, to be hosted and

    implemented by the CCD;

  • Coordinate CCD/ADETEF efforts for the

    development of a sector specific Climate Change performance measurement

    framework (PMF), fully integrated in the overall PMF;

  • Conduct any other functions related to the

    implementation of the GCCA Project as directed by the Project Manager; OR

    any other related task requested by the FAO Representative and/or Deputy

    Representative.


Qualifications, Skills and Experience: 

  • The ideal candidate for this consultancy

    should hold an MA/M.Sc. or higher degree in Climate Change Science,

    Agricultural Sciences, Disaster Risk Management, Environmental Sciences,

    Natural Resources Management or closely related field.

  • Five or more years of professional

    experience in large projects of climate change planning and adaptation

  • Extensive experience and demonstrated

    ability to work with governments, multilateral and bilateral development

    agencies, civil society and communities

  • Demonstrated ability to work

    collaboratively with different agencies and all levels of Government

  • Excellent interpersonal, communication,

    writing and presentation skills

  • Strong data analysis and reporting skills

  • Proficiency in English required
