Abt Associates is an international development organization composed of
dedicated professionals who provide technical assistance, research, analysis,
and practical training services in more than 128 countries.
The USAID and DFID funded Uganda IRS Phase II Project’s objective is to
conduct a comprehensive spraying program and establish the foundation for
sustainable, effective, high-quality indoor residual spraying (IRS) activities
in Uganda.
Job Summary: The Finance Manager will be responsible for ensuring that the project
maintains the highest administrative, financial, and operational standards for
compliance and audits as per USAID and Abt Associates guidelines, either
directly or through project staff and monitor project budgets, financial
reports and projection of funding needs, in close coordination with the
COP/DCOP and the Contract Administrator at Abt/Bethesda.
Key Duties and Responsibilities:
- Ensure effective maintenance of all
financial systems and procedures that meet client requirements,
organizational requirements, and generally accepted accounting practices. - Works closely with Abt Associates’
International Accounting Department on all financial procedures and
address any issues that may arise. Review monthly expenditures and
invoices and prepare monthly financial reports (ROV) for submission to Abt
headquarters - Prepare the monthly payroll; ensure the
timely submission of monthly tax invoices (for tax exemption stamping) and
annual VAT claims to USAID. Prepare quarterly, and annual financial
accrual reports for submission to the client. Ensure timely review and approval
of invoices, prior to submission to client. - Ensure that government taxes and other
statutory obligations are completed on time. Manage the project budget
efficiently, track ongoing project needs, provide monthly reports on
expenditure, and regular guidance on the project budget to ensure proper
implementation of all project activities. - Regularly review and validate financial
reports submitted by the project’s subcontractors. Ensure all advances are
followed up and expenditure reports are submitted in time. - Conduct regular cash reconciliation and
ensure proper custody of Petty cash and proper documentation of Petty cash
expenses before float re-imbursement. - In charge of reviewing and validating
vendors/suppliers’ invoices, field expense travel reports and supporting
documents for accuracy, completeness and reasonableness, before any
payments are made. - Oversee and mentor all financial
department staff and build their capacity to perform their duties
effectively.
Qualifications, Skills and Experience:
- The ideal candidate for the aforementioned
career vacancy should hold a Master’s degree in Business Administration,
Finance, Accounting, or other relevant field. - Eight or more years of relevant
professional experience in financial management of large international
projects including experience managing USAID projects. - Good knowledge and understanding of
compliance of USG Cost Accounting Standards, FARs and AIDARs and the
ability to manage large budgets. - Past USAID experience and knowledge is
highly desirable. - Excellent writing, computer, and
organizational skills - Possess the ability to work effectively in
teams, as a team member and as a team leader. Excellent interpersonal
communication skills, advanced skills in English. - Ability to take initiative, make
appropriate decisions and build effective professional relationships. - Ability to travel to program locations
within Uganda, as required.
