JOB CONTEXT:


Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years, and completely destroyed the South’s infrastructures. In 2005, a Comprehensive Peace Agreement (CPA) was signed by both sides. The result was the creation of a federal government for the whole Sudan, which divided the country in 2 different authorities, one overseeing the north and the other one the south. In 2011, a referendum took place to decide on the independence of Southern Sudan who voted massively for the Independence. After 2 years of relative stability (despite interclanics issues) , a political clash raised on December 16, 2013 lead to a current instable period for the country and the government. The country is now under a emergency phase with 700,000 IDPs and the political stability for the next months is still under question.


Handicap International (HI) is working in South Sudan since 2006.


The four-year Victim Assistance Project in Yei County, Central Equatoria. It aims to support the national Authorities in the implementation of the South Sudan National Mine Action Strategic Plan 2012-2016 and to increase the access to mainstream and specialized services at individual and community levels.


JOB DESCRIPTION:


As Victim Assistance (VA) Project Manager, you will be based in Yei and spend approximately one week every 6 weeks in Juba for coordination/meetings. You will be under the direct supervision of the Operational Coordinator- Development who is based in Juba and will directly supervise 6 people



You will be responsible for achieving the objectives of the VA project through;


In coordination with the projects partners and the Operational Coordinator, updatethe action plan for the project implementation;
Manage the continuation of project activities according to the logframe and acquiring the necessary material and human resources
Proper planning and implementation of the project activities;
Supervision and coaching of HI and partner staff to achieve the projects objectives
Maintaining a conducive working relationship with partners, beneficiaries and government authorities to facilitate the implementation of the project;


Due to the environmental context and distance from Juba, the PM is also involved on the direct management and organisation of the Base in Yei. In coordination with Juba support services, he/she supervises / facilitate the daily functionning of the base with the related team.


CANDIDATE PROFILE:


You have/are:


At least 1 or 2 experiences on project management with a minimum of 2 years
An experience in African context or in difficult / remote areas desired


· Strong technical skills in Rehabilitation, Social inclusion or/and Community Education and Mobilization, including persons with disabilities


· Good capacities on project management, communication and training


Leadership, innovative, solution oriented, organized,
Field work oriented, flexible, diplomatic, patient
Able to work in hardship area


REQUIRED LANGUAGE SKILLS:


You speak English fluently


JOB ENVIRONMENT:


Security


The security situation in the country remains tense and volatile. The situation in Yei has been relatively stable this past year and is under UNs’ focus.


Accommodation


HI is located in a proper compoundin including office and accomodation. Yei has some facilities and a social life with other international organizations is available, altough quite limited.


Due to the context, the position is unaccompanied


EMPLOYMENT CONDITIONS:


Salary: 2050-2400€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
