The Ministry of Health
receives funding from UNOPS/WSSCC to support the Uganda Sanitation Fund (USF)
Programme. The USF overall objective is to contribute to reduction of morbidity
and mortality rates through improved sanitation and hygiene with a focus on
building sustainable and improved sanitation and hygiene facilities, stopping
open defecation and promoting handwashing with soap. The programme is
implemented in 30 districts, largely located in the Teso, Lango and West Nile
regions and is managed by the Ministry of Health.
Job Summary: The
Communication and Learning Specialist will actively co-ordinate programme documentation,
learning and information sharing.
Key Duties and
Responsibilities:
- In
charge of the documentation of lessons, case studies, activities for
dissemination, sharing and for performance reporting. - Develop
a programme communication strategy and monitor its implementation. - Set
up and update communication and information management systems (web-based
information, newsletter, reports and publications, etc). - Technically
support the programme in strategic learning events at relevant programme
and sector events. - Follow
and analyze trends and new development in the sanitation and hygiene sub-
sector and share with relevant programme stakeholders. - Support
knowledge generation, consolidation and dissemination on sanitation and
hygiene themes related to programme implementation, hygiene behaviour
change, effective monitoring, and sustainability. - Work
closely with the national and local media on information dissemination and
advocacy messages. - In
charge of developing information products and lobbying materials for
members and the other stakeholders. - Serve
as the main point of contact, response coordinator and lead on sharing
information, on programme developments.
Qualifications, Skills and
Experience:
- The
ideal candidate should hold a Bachelor’s degree in Mass Communication or
Social Sciences. - At
least five years’ experience in documentation or Public Relations. - Working
knowledge of and experience in national and international media relations
is essential. - Excellent
facilitation and communication skills - Strong
writing skills

Sanitation Fund/ Environmental Health Division or sub grantees need not to
