The Government

of the Republic of Uganda under the Ministry of Health has received funding

from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria, to support

among other things recruitment of key staff to assist in improvement of the

Health Systems Strengthening (HSS) grant performance. The goals of the Health

Systems Strengthening grant are to:


·        
Strengthen the Procurement and Supply Management

(PSM) system


·        
Support improvements in the Management Information

Systems and Monitoring and          


·        
Support community involvement in the delivery of

health services


Additionally,

the National TB and Leprosy Program (NTLP) is under the department of the

National Disease Control (NDC) in the Ministry of Health. NTLP’s overall

functions are to establish country wide quality diagnosis and treatment

services for TB and Leprosy and to coordinate the implementation of TB and

Leprosy control activities. Under the National Program is a National TB Reference

Laboratory whose functions are; to provide technical guidance to all TB

diagnostic facilities and standardization of Laboratory TB and Leprosy provide

technical supervision and training of laboratory staff on TB and Leprosy

Diagnosis Techniques, Confirmation of drug resistant TB and provide follow up

culture and drug susceptible tests as a national referral facility. It also

supports coordinated drug resistant TB surveillance and technical support roll

out of new laboratory technologies and support their uptake and utilization. It

also carries out operational research activities.


Job Summary:  The Data Warehouse Architect will be responsible

for providing day-to-day technical assistance to the RC division designs,

develops and optimizes data warehouses, with flexible and scalable data and ETL

architecture, to support business users and business intelligence (Bl)

applications. Data warehouse architect will build specialized information

systems that will make Ministry of Health data readily available for analysis

and retrieval.


Furthermore,

the Data Warehouse Architect will play a pivotal role in ensuring that the

Resource Centre data warehouse activities are well documented and signed off.

The Data Warehouse Architect will work closely with other Departments/Technical

Programs to provide functional, technical or process leadership in designing

and developing a national information portal with appropriate dashboards. In

addition, the Data Warehouse Architect will provide support for the capacity

building of staff and Dartners in relation to Enterprise architecture, to

support business users and facilitate knowledge building, knowledge sharing,

mentorship and guidance.


Key Duties and Responsibilities: 


1.

Support the Resource Centre Division:


·        
Provide strategic and tactical guidance with respect

to data warehousing best practices and attention to quality documentation.


·        
The incumbent will manage both internal and external

resources, timelines, and milestones.


·        
Provide overall leadership with regards to creative

data profiling and integration recommendations.


·        
Responsible for designing and implementing detailed

data warehouse models and data mappings.


·        
Quickly resolving any and all issues throughout the

development lifecycle.


·        
Carry out performance optimization and tuning on new

and/or existing date warehouse implementations.


·        
Provide detailed documentation, end user training

and knowledge-transfer services to clients (both internal and external).


·        
Support annually defined sector wide strategic goals

aimed at continued scale up


·        
Develop and maintain expertise in advanced and/or

emerging date warehouse and analytical information technologies such as Hadoop,

in-memory analytics, date warehouse appliances, and data warehouse

virtualization.


·        
Continue professional and technical growth through

corporate and personnel initiatives.


2.

Provide the Resource Centre department with technical and strategic oversight

for GF implementation.


·        
Work with the FCO, PD and HCSS coordinator to ensure

proper interpretation of


·        
the grant letters and fund release budgets in coming

up with the in-country grant implementation work plans; this includes proper

interpretation of the GF Budgets through quality assurance of requisitions to

prevent risky consequences, track fund absorption (through monitoring

absorption at the SDAs) and anticipate tides ahead and advise on speed of

implementation.


·        
Undertake evaluation of the National Information

Portal implementation on an annual basis


·        
Support the reporting to the Global Fund HCSS Grant

implementation activities


3.

Report on progress both qualitatively and quantitatively according to the

annual work plans and log frame focusing on the achievement of the following

results:


·        
Work closely with MoH/RC responsible officers in the

preparation of plans at the field level and recommend corrective action, if

any, to streamline the process


·        
Ensure the timely submission of required reports by

Ministry of Health Resource Centre under the overall guidance of the ACHS/RC


·        
Support the identification and documentation of

links, synergies, lessons learnt and best practices that can be useful in the

institutional learning process and increasing the results of the project


4.

Support and work with other program Information specialists to conduct National

Health Information Portal Enterprise Architecture review in collaboration with

other partners such as Academia and WHO among others


·        
Serve as a key liaison between information

technology and date users.


·        
Develop National eHealth Architecture that supports

the various HMIS platforms in the National Health Date Warehouse within agreed

framework ensuring standards, integration and interoperability


5.    
Ensures Program knowledge management and

capacity development on results- based management:


·        
In charge of the preparation and submission of quarterly

and annual programmatic progress updates on program based on GF requirements


·        
Ensures training and other capacity development

initiatives to strengthen program and district capacity in results-based management,

monitoring and evaluation


·        
Actively facilitates strategic information sharing

across departments, sub national levels


6.     
Ensures development and updating of databases with

pertinent program date and reports, evaluations, etc.


·        
Design, develop and implement a Medicines and

Medical Supply Chain Information Management System to be used across the

country


7.    
Design, develop and implement a National

Health Data Bank:


·        
To put in place one person one electronic medical

record system accessible anywhere in the country at any point  and plan national wide rollout


·        
Develop Electronic Health Record (HER) Info

structure


8.     
Perform other duties assigned by the Assistant

Commissioner Health Services/ RC


Qualifications, Skills and Experience:  


·        
The Data Ware house Architect should hold a Master’s

degree in information systems, or computer science from a recognized university


·        
Possession of an MBA with a concentration in

management information science is preferred


·        
A Microsoft Certified IT Professional (MCITP)

credential is preferred.


·        
Certified Business Intelligence Professional (CBIP).


·        
A minimum of ten years’ experience in a date

architecture role


·        
Significant experience and judgment to plan and

accomplish goals.


·        
Familiar with a variety of the field’s concepts,

practices, and procedures


·        
Practical experience using ETL tool (Informatica,

Date Stage, Data Manager, SSIS, or other).


·        
Working knowledge of modeling tools (Erwin and/or

Rational Rose) in addition to hands-on experience with business intelligence

tools.


·        
Expert knowledge of SQL and related SQL procedure

languages.


·        
OLAP experience is a plus


·        
Experience in managing date warehouse project and

lifecycle initiatives.


·        
Experience working with Teradata, Netezza, DB2 or

Hadoop is desired
