Liaises With: Country Financial controller (CFC), General Systems Manager (GSM) and Line Ministries & other stakeholders in South Sudan


Job Purpose:


As a member of the country management team (CMT) the Area Coordinator will provide quality leadership and ensure the effective and professional management of Concern’s programmes in Northern Bahr El Ghazal State.


The Area Coordinator (AC) has overall responsibility of all operational and support sectors of the programmes in Northern Bahr El Ghazal State (NBeG). The Area Coordinator will directly manage the Livelihoods, Nutrition, and Health programme managers and the base manager all based in NBeG. The Area Coordinator will work closely with the ACD-P on programme related issues, the General Systems Manager for systems issues, and the Country Financial Controller for Financial issues.


Overall the Area Coordinator will be responsible for leading and managing a coordinated, collaborative, integrated team work approach among the Northern Bahr El Ghazal State staff and within the programmes and systems departments.


Duties & Responsibilities:


Programme Implementation: The AC will provide:


• management oversight (that is, supervision and responsibility) of programmes which are directly managed by Programme managers in NBeG State, optimising the use of logistical, financial and human resources potential, in line with the Concern standards and policies.


• manage and report on inter-programme and inter-department collaboration liaising with Juba office. Hold regular meetings and seek ways to ensure maximum integration of health, nutrition and livelihoods programmes, in conjunction with relevant programme managers.


• identify the local needs/issues and raise these with relevant managers/CMT to ensure appropriate adjustments to programmes/reporting/regulatory requirements are planned and executed


• analyse and timely resolve issues such as appropriate planning, procurement, procedural mismanagement, that have the potential to jeopardize performance and/or ability to meet agreed upon programme deliverables


• contribute to the planning of the Concern programmes, Reports and Evaluations, budget planning in consultation and collaboration with CMT


• in close collaboration with programme managers, oversee the operations of any surveys, evaluations, including baselines, mid-lines and end-line surveys


• participate and report in quarterly and annual programmes reviews


• ensure that lesson learned and results of evaluations or surveys are shared with relevant clusters and at coordination meetings as appropriate


• ensure that HIV and AIDS, Gender and Equality, Protection, DRR (Disaster Risk Reduction) are integrated into all programme design and implementation


• liaise and brief ACD on programme and situational context (e.g. local government developments, security situation, humanitarian situation)


• support the prioritisation of Humanitarian Accountability Partnership (HAP) in Aweil West, North and Center


• ensure the implementation of Concern South Sudan implementation plan for NBeG


· Participate in Country Management Team in Juba and brief CMT on programmes and situational context on a regular basis


Communication and representation: The AC will:


• establish, report (monthly) and maintain relationships with local authorities and other organisations concerning issues relating to the Concern activities in Aweil West, North and Center in Northern Bahr El Ghazal State


• ensure adequate management of relationships with local implementing partners including planning and oversight of capacity assessment, capacity building and monitoring of partners’ progress against agreed plans as undertaken by designated staff


• Act as CWW’s representative in Northern Bahr El Ghazal State, and maintaining strong links with Alliance 2015 partners, government representatives, community leaders, NGOs and UN at County and State level. Share meeting minutes with ACDP and CD.


• receive and respond to any communication from County authorities on request for logistics or programme support in consultation with the relevant managers/ACDP


· ensure equal support provided to all three Counties with regard to requests for support and ensure no duplication of assistance (keeping a record on file of what was requested and provided).


Financial management: The AC will:


• have overall responsibility for the integrity of the finance systems in NBeG and ensuring strict adherence to Concern’s Financial Policy and Procedures


• serve as a float and supplies request authoriser and approver for allocations over the Programme Managers’ thresholds


• ensure correct and complete implementation of safe & cash management and cash flow planning.


• work with each budget holder and ensure that an accurate cash forecast is submitted to the CFC


• ensure regular cash counts (daily, weekly and monthly)


Logistics/Admin Management: The AC will


· Have overall oversight of the logistics/Admin function in NBeG


· ensure that Finance officers carry out their roles and responsibilities, as per JD and that receive support and training from CFC in Juba


· Support Base Manager to manage logs issues at local level and seek advice from GSM in Juba


· Support Base Manager to prioritize and follow up on SRs, procurements and support requested liaising with GSM in Juba


Human Resource Management:The AC will:


Support HR officer to manage staffing issues at local level and seek advice and support from the HR Manager in Juba when necessary, alerting ACD-Ps; GSM and CFC if issues relate to programmes, systems or finance staff respectively.
ensure that reporting lines and relationships are clearly defined and understood
assist with the recruitment of national staff and maintaining an updated staffing list and ensure on optimal leave/ R&R planning for national/re-locatable staff and international staff
ensure that proper induction is provided to new staff based in NBeG
set specific goals and objectives and undertake participatory review and feedback for direct reports at least once per year.
notify HR department in the case of any disciplinary and grievance issues
identify needs and organize relevant trainings to meet identified needs in collaboration with the ACDP/GSM/CFC/HR
ensure Concern policies and guidelines are adhered to by staff and local partners e.g. P4
in agreement with the ACDP, nominate an acting Area Coordinator to take overall responsibility in your absence


Security Management:


Being the Security Focal Point (SFP) for Aweil West/South, the AC will:


· ensure implementation of the Concern Worldwide Security Management Plan and the Standard Operating Procedures and Contingency Plans



· monitor and report on the security status in the programme area to the CD and ACDP


· attend security meetings at State and County level and share minutes with the Security Focal Group, ACDP and CD


· regularly update the Security Communication Tree and share it with NGOs members and UNDSS


· ensure that Concern Security staff list is updated weekly and shared with UNDSS


· ensure that security information in NBeG are appropriately shared with Security Group Members for Aweil West/South and liaise with Security Focal Points for Aweil North


· convene weekly SFG meetings and on ad hoc basis when it deemed necessary


· participate in the review of SMP


· ensure that Security Protocols are adhered to by all staff


• brief all staff on the Security Procedures and Policies


• Identify security training needs, should the need arise.


Reporting: The AC will:


· Provide Monthly Reports, weekly programmes updates and work-plans to ACDP


· Ensure regular weekly meeting in NBeG with all departments supporting integration and collaboration of programmes and following up of action points


· Organize monthly programmes meetings based on specific agenda to reinforce synergies, learning and coordination and integration between programmes


· coordinate all necessary reporting to Counties including monthly progress programmes reports, on time and in the right formats with the correct information


· coordinate the CWW South Sudan Annual Report and annexes for NBeG State liaising with PSO, PMs, logs and admin departments, ensuring that is produced timely, in the right formats with the correct information.


Other Duties: The AC will:


· be familiar and comply with Concern Worldwide Staff Code of Conduct, the Programme Participant Protection Policy (4Ps), Anti-Fraud Policy and the Dochas Code of Conduct on Images and Messages


· ensure that those he/she directly line manages are conversant with and adhering to the P4 and will institute mechanism to follow-up and verify that this is the case


· work in close collaboration with other members of the CWW team, sharing information and designing and implementing programme activities


· undertake additional duties as mutually agreed with the Line Manager and CD.


PERSON SPECIFICATIONS


Education & Qualifications Required:


Essential:


· At least three years’ experience of managing and coordinating field based operations preferably in food security, health and nutrition sectors in remote and fragile locations


· Relevant experience in supervising, managing/coaching and training others


· Previous experience in project design, planning, monitoring and evaluation in development and humanitarian context


· Experience in dealing with local authorities, national and international NGOs/UN agencies


· Proven ability to take responsibility for security issues


· Ability to assess problem and recommend solutions


· Ability to motivate and develop skills of others


· Methodical and through


· Experience and ability to lead a multi-sectoral programme team of international and national staff working in a remote location


· Familiarity and knowledge of finance, logistics and administration


· Experience of monitoring and reporting of budgets across a programme and ensuring effective and accountable use of funds


· Computer literate and sound knowledge of Word and Excel.


· Excellent English


Desirable:


Masters in development studies, public health, rural development or any other development related study
Experience in promoting community participation in programme design, implementation and evaluation
Experience of institutional strengthening of government and local NGOs


· Experience of working in challenging, insecure areas and willingness to work and live in a remote environment
