Background Information:


The Inter-University Council for East Africa (IUCEA) is a strategic institution of the East African Community (EAC) responsible for the development and coordination of higher education and research in the region. Its mission is to promote strategic and sustainable development of higher education systems and research for supporting East Africa’s socio-economic development and regional integration. The IUCEA Vision is to become a strategic institution of EAC responsible for promoting, developing and coordinating human resources development and research in the region. Currently there are 100 member university institutions, both public and private from all the EAC Partner States of Burundi, Kenya, Rwanda, Tanzania and Uganda. IUCEA is located in Kampala, Uganda.


IUCEA operates under an Act enacted by the East African legislative assembly in 2009. The Act 2009 expanded the mandate of IUCEA to human resources and research development, implementation of theCommon Market protocol, and contribution to regional integration and socio-economic development through research and innovations. Since 2011, IUCEA undertook an institutional review to adapt its structure to its new mandate. Implementation of the new structure requires among others additional qualified human resources.


2.0 Call for applications In order to fulfill its mandate, IUCEA Secretariat invites hereby applications from qualified citizens from the Partner States of the East African Community (Burundi, Kenya, Rwanda, Tanzania and Uganda) for the following posts in respect with the EAC quota system:


Job Purpose:


The job holder will provide support by effectively managing organizations petty cash, process payments as per instructions, manage payroll and ensure respective individuals are promptly paid


Duties and Responsibilities


·Initiate preparation of payment vouchers as per the necessary approvals


·Maintain ledgers


·Update payment records


·Post payment vouchers into the system


·Reconcile daily, weekly/monthly accounts


·Maintain petty cash


·Act as an agent to all banks


·Collecting bank statements from all IUCEA bank account


·Issuing LPO/Receipts


·Custodian of all financial instruments


·Prepare and maintain staff payroll


·Filling all receipts, banking slips, payment vouchers and ensuring safety of the relevant documentation xiii.


·Effect telegraphic transfers to the respective destinations as per instruction


·Withdraw cash and deposit cheques to the banks


·Prepare weekly reports on cash transactions


·Perform any other duty as may be assigned by Senior Accountant from time to time


Minimum Job Requirements


a) Academic Qualifications


Minimum Diploma in Business management/Administration, Accounting or Public Administration from a recognized university b) Professional Qualifications


Certified Public Accountant (CPA/ACCA Part I) or its equivalent


c) Work Experience


Minimum three (3) years in public service or a busy private establishment


4.0 Tenure and Salary:


·As per the Inter-University Council for East Africa Act of 2009, the successful


·applicants for these posts will serve for a term of five (5) years


·which may be renewable for a further final term of 5 years.


·A comprehensive remuneration package commensurate with the Professional/General


·staff status of the posts will be offered to the suitable candidates.


·A diplomatic status shall be offered to suitable candidates to Professional positions.
