Plan International implements

the EU funded “Empowering Youth for Sustainable Livelihoods project” to support

employment of young women and men in Lira and Alebtong districts through

improving their technical, vocational and life skills, access to work experience,

financial services, and psychosocial support as well as improving young people

ability to engage with public and private sectors to represent their interests.


Key Duties and Responsibilities: 

  • Steers the development of project indicators,

    monitoring and evaluation framework/plan, tools and guidelines.

  • Technically supports design and delivery of

    monitoring and evaluation activities, including project baselines.

  • Conducts

    routine field monitoring for the project and compiles monthly and

    quarterly M&E reports on the project for internal and external use.

  • Actively facilitates training activities and provides

    coaching and mentoring for Plan and partner staff on monitoring, evaluation

    and research

  • Actively facilitates organisational learning by

    developing, collecting and disseminating relevant internal and external project

    information on monitoring, and evaluation.

  • Establish and manage a filing system for all project

    data including the list of project beneficiaries

  • Actively facilitate participatory review and reflection

    processes for the project, document learning and good practices.

  • Suggest strategies to the Project Management for

    improving the efficiency and effectiveness of the project

  • Technically

    support project management in all monitoring and documentation related

    project activities.

  • Support the utilization of the corporate M & E

    system within the project

  • Adhere to the Child Protection Policies (CPP), Code

    of Conduct and reporting any CPP issues.


Qualifications, Skills and Experience: 

  • The

    Plan International Monitoring and Evaluation Officer should hold a Bachelor degree (preferred) in either Statistics,

    Development studies, Social Sciences or related disciplines. Possession of

    a Post graduate qualification in project management and evaluation is an

    added advantage

  • Significant training /background on monitoring,

    research and evaluation preferably in youth employment and empowerment

    projects.

  • Three or more years’ experience in design and

    implementation of monitoring, evaluation and research initiatives, with good

    knowledge of rights based approach to development.

  • Project monitoring and evaluation skills including

    the use of mobile technology

  • Proven skills in documentation, information

    management and reporting

  • Proven computer skills and knowledge of Microsoft software

    including MS Word processing, Power Point presentation, Excel

    spreadsheets, data analysis packages and e-mail.

  • Skills in result monitoring, outcome and impact

    evaluation.

  • Excellent communication skills, both in written

    English and in face-to-face presentations

  • Demonstrated skills in the use of participatory

    approaches and methodologies, and case studies.

  • Excellent skills in report writing and project

    documentation

  • Knowledge in Gender and power analysis

  • Ability to work with people from diverse cultures,

    lead and motivate them to work in a team

  • Open to feedback and willing to try new approaches on

    monitoring, evaluation and research.
