INTRODUCTION


The Global Green Growth Institute (GGGI) is a new international organization committed to strong, inclusive green growth. We assist developing and emerging countries with integrating their ambitions for strong economic performance and environmental sustainability with the goal of bringing about poverty reduction, job creation, social inclusion, and climate change mitigation and adaptation.


Headquartered in Seoul, GGGI was established by treaty in June 2012 at the United Nations Rio+20 Conference by an initial group of eighteen nations who share the organization’s vision. As of 2014, there are total of 24 Member Countries who joined the organization.


GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.


JOB DESCRIPTION


The consultant will support REG and conduct a two phase analysis.


Phase 1: Analysis (“as is” situation)


The specialist will analyse the current situation at REG at two levels; REG Holding (Strategic Planning & Investment Unit Level) and EDCL (Project Implementation, Transaction Advisory and Procurement Levels)


At the REG Holding level; the specialist should assess;


1 The competent base to carry out the main mandate of the unit as defined in the organisational profile. 2 The existence or lack of appropriate policies, procedures, methodologies and systems that ensure a coordinated and comprehensive planning rooted in thorough analysis (technical / financial); 3 The organisational environment and relationships needed to make this structure an effective one.


At the EDCL Project Implementation Level; the consultant should assess;


1 The competence base to undertake effective contracting (IPPs, EPCs, Construction -Sub contractors, etc) with effective terms and conditions typical of infrastructure projects; 2 Achieve effective infrastructure project procurement procedures, including relevant systems and policies; 3 Project Implementation once all contracts are effective to ensure timely interventions where the project is not progressing according to plan (Effective Project Management) and enforce relevant conditions. 4 The Specialist should work with the team to develop the right mix of policies, procedures, tools and standard frameworks for contracting and monitoring of projects.



Phase 2: Design (“to-be” situation)


1 Definition of desired functional outcomes (“to-be” situation)


In close consultation with REG’s CEO and EDCL’s MD, and based on the assessment as outlined above as the main guiding criteria the desired short-term and mid-term operational functions will be reviewed in order to establish an effective infrastructure project management unit.


1 Needs / gaps assessment


Based on the desired functional outcomes and on the analytical exercise a gap analysis (this analysis will be both organisational and individual depending on who is holding what position) will be performed, leading to a list of prioritised gaps to be overcome.


1 Design


A roadmap (action plan) -with clear timelines – will be designed on how to achieve:


The best organisational structure to ensure efficient infrastructure project preparation and management for REG Holding and for EDCL and the interrelationships thereof;
Develop key professional position and profile descriptions (including key skills, expertise and experience);
Map currently available skills within REG Holding and EDCL and plot these against the required skills for the key professional positions;
Identify personnel training needs as well as skills gaps that need to be covered through future recruitments;
Identify next steps to meet additional short / midterm REG Holding and EDCL support needs, including in change management.


QUALIFICATIONS


Education: MBA or Masters level in economics, finance, or related fields;


Experience: Minimum 10 years of total experience with significant experience in infrastructure


finance – preferably including renewable energy gained in commercial banking, a public


finance institution or within the project finance department of an asset owning/


developing company


Languages: Proficiency in written and spoken English.


Skills: Excellent network of contacts in all relevant green infrastructure sectors


(renewable energy, energy efficiency, sanitation, water management, etc.)


Experience in a top tier consulting firm desired, particularly in change management


Experience of working in multi country context and international setting
