Eight of Uganda’s International Development Partners have established a joint Democratic Governance Facility (DGF) to manage coherent, harmonized and coordinated multi-donor support to state and non-state actors aimed at enhancing democratic governance in Uganda. It is based upon three components: Deepening
Democracy; Rights, Justice and Peace; and Voice & Accountability. The DGF Programme Management Unit (DGF-PMU) wishes to recruit a talented and experienced individual to join its team. Job Description :
The Programme Officer (PO) will take a lead role in managing DGF’s relations with existing civic education partners, ensuring that projects remain on track, actively monitoring implementation and promoting mutual learning and sharing of best practices. In particular, the PO will report on achievements and shortcomings of the civic education programme against the DGF objectives and log-frame indicators. The PO will coordinate and facilitate the independent external evaluation of the civic education programme that is scheduled to take place in January and February 2015, ensuring that results are disseminated and recommendations integrated into the planning for voter education and engagement. Specifically, the PO will have the following key responsibilities; General Management of Civic and Voter Education Partnerships
• Promote information sharing and mutual learning among partners, and between civic and voter education interventions and other related DGF-support projects, in particular those around elections (media and public debate, electoral observation, support to the Electoral Commission etc).
Monitoring and Evaluation
• Undertake regular field visits to partners to accompany and monitor activity implementation, project progress and achievement of milestones and targets as per the projects’ log frames and monitoring frameworks; Context Analysis and Stakeholder Relations • Propose possible adjustments to voter education and engagement interventions, in line with DGF objectives, strategies and available resources, particularly as the 2016 electoral campaign progresses.

Skill Set :
•Advanced academic qualifications relevant to the position, preferably at Masters’ level, particularly in the areas of education, communication for development and social change, non-for-profit management, development studies, law, human rights and/or political science.
•Additional qualifications in project and program management & administration, financial management, monitoring and evaluation or related topics would be a distinct advantage.
•At least five years’ experience and well documented good track record in program management, capacity development, civic and/or voter education programming, adult education and/or communication for development at management level, preferably in the area of governance, human rights and/or accountability.
•Experience in grant-making, partnerships and capacity building.
