Catholic Relief Services (CRS) is an International non-profit

CRS will be implementing a “Sustainable Outcomes for Children and

Youth in Central and Western Uganda” project over the next five years. The

Project will improve the health, nutrition, education and psychosocial

wellbeing of vulnerable populations, as well as reduce abuse, exploitation and

neglect to a minimum of 625,000 children and 101,500 households in 17 districts

in central and western Uganda. The consortium partners include Action for

Community Development (ACODEV), African Network for Prevention and Protection

against Child Abuse and Neglect (ANPPCAN), TPO Uganda, and Futures Group. There

will be three project offices: Kampala, Kasese, and Mbarara. Approximately, 30

staff will support this project of $38.5 million through USAID funding.


Job Summary:  The Senior Grants and Compliance Specialist

will provide overall management of sub-grants, trainings in program and finance

management, offer support to consortium partners and local implementing

partners on sub-grant management and assist in reviewing sub-grants agreements.

The incumbent will be responsible for managing programmatic and financial

compliance with OVC guidelines


Key Duties and

Responsibilities: 


·        
Ensure financial and programmatic compliance of

the grant to contractual obligations and policies.


·        
Prepare standard grant agreements for consortium

partners /sub-grantees.


·        
Ensure that all stakeholders understand their

financial and programmatic obligations under the grant agreement and have

systems in place to support these obligations.


·        
Prepare and implement a training and follow-up

program to all project staff and stakeholders to strengthen their financial and

management capabilities and fulfill their grant obligations.           


·        
Actively facilitate the development of a

financial system that will meet donor and CRS requirements and provide the

two-way flow of information between program management and partners to ensure

responsible management.


·        
Work closely with project and partners’ staff to

compile and submit timely quarterly reports and assist the Project Finance and

Operations Manager in the financial oversight and reporting of the project’s

sub-grants.


·        
Actively monitor partner performance with regard

to meeting agreement obligations and keep the Project Finance and Project

Manager apprised of all issues and concerns.


·        
Prepare grant quarterly cash forecasts.


·        
Render support in the review of requisitions and

cash advances within the grant against the grant and sub-grant budgets ensuring

that all acquittals are processed according to grant guidelines.


·        
Work in accordance with donor and CRS policies,

assist in timely procurement as needed in the program portfolio and maintain up

to date inventory.


·        
Ensure timely preparation of consultant

contracts per donor and CRS policy and facilitate timely payment.


·        
Develop and maintain a good working relationship

with consortium and local implementing partners’ personnel.


·        
Support the Project Finance and Operations

Manager in the M&E of the project’s management and financial activities.


·        
Ensure the maintenance of all files, records and

documents relating to CRS’ program and projects within the program portfolio.


·        
Work closely with the Project Finance and

Operations Manager and other core program staff to ensure that management of

the project is gender sensitive.


Qualifications, Skills and

Experience: 

  • All suitably qualified and interested

    candidates who so wish to join the CRS USAID Project should hold a

    Bachelor’s Degree, MBA/MPH preferred.

  • At least four years’ experience working

    with a large NGO, of which three years managing sub-grants especially USG.

  • Sound coordination skills and a

    demonstrated ability to multi-task. Strong personnel management,

    administrative and financial skills. Ability to prepare and analyze

    budgets.

  • Strong diplomatic skills and proven

    ability to work in a multi-partner program

  • Proven experience in building,

    strengthening and sustaining management and financial capacity.

  • Excellent English language oral and

    written communication skills. Proficiency in Microsoft Office suite,

    including Word, Excel, PowerPoint and Outlook.

  • Excellent interpersonal, oral and written

    communication and negotiation slglls. Fluent written and spoken English.

  • Extremely flexible, and have the ability

    to cope with stressful situations. Ability to maintain performance

    expectations and strong working relationships in diverse cultural

    contexts, psychologically & physically stressful environments

  • Past experience with and enthusiasm for on

    the job training.

  • Computer literacy skills i.e. Knowledge of

    Microsoft Office software (Word, Excel, Outlook, and Internet) required.

  • Desire to work effectively in a team,

    oriented environment.

  • All CRS staff should possess the following

  • Ability to travel within rural Uganda.
