Job title: Project Officer CDC 1020

Reporting to: Project Manager
Job Objective
The job holder will lead the technical implementation of CDC 1020 in designated areas in the Central and Northern Regions. The project will focus on increasing control measures against sexually transmitted HIV by promoting education and access to services for beneficiaries. S/he will promote stakeholder involvement in the development and operationalisation of project work plans, improving HTV prevention uptake and linkages to services, scaling-up of Safe Male Circumcision and promoting outreach-based HCT and door-to-door services for beneficiaries.
Description of duties
*Plan and coordinate the implementation of activities in the project.
* Supervise Project Assistants.
* Contribute to formulating strategies to increase SMC and reduce HTV transmission through sexual routes in line with government strategies and policies.
* Farmer with district local government to train communities, health workers, and VHTs on strategies to reduce sexually transmitted HIV, manages HCT and couple disclosure, promote effective referrals, and ensure quality data collection (CBHMIS) in partnership with project M and E Officer.
* Work with all relevant stakeholders, especially ACP and CDC, to identify, design, and implement community-based Health Management Information Systems (HMIS) linked to existing Ministry of Health systems, facilitate usage and ensure a solid records management system.
* Increase community participation in HIV, HTV/TB co-infection, STI, ANC, PMTCT, and other relevant integrated health area activities using established structures and civil society partnerships.
* Liaise with District Health Teams to promote, review/develop, track and use health indicators in health system planning and identify best practices that can be translated into scale-up activities.
*Work with all relevant stakeholders to address training, especially in SMC and capacity-building needs and deliver relevant interventions to the beneficiaries in the project areas.
*Liaise with the district health officials to assess health facility infrastructure needs and plan for the provision of those within the project work plan and budget.
* Monitor performance indicators and progress against milestones.
*Work with the District Health Team to educate VHTs and beneficiaries on HIV prevention, treatment and referral systems.
* Develop appropriate IEC and other behavior change communication materials in coordination with ACP, District Health Teams, and Project Behavioural Scientist and ensure appropriate translation into local languages, distribution, and utilization.
* Scale-up BCC strategies in project areas to increase uptake for HIV prevention behaviours,
Qualifications and Relevant experience
* Degree in Health or a closely related field.
* At least 3 years working experience implementing health development interventions and related projects using community-based approaches with an International NGO.
* Experience implementing activities in HJV/AIDS, HIWTB co-infection, STI, PMTCT,ANC.
* Experience in conducting training at the community level for health workers.
