Background Information:
JSI Research & Training Institute, Inc. (JSI) is recruiting for a Monitoring, Evaluation and Learning (ME&L)
Officer. This position will support and contribute to the design and implementation of interventions that lead to sustainable improvements in routine immunization coverage in selected districts of Uganda. The team will work closely with the Uganda National Expanded Program on Immunization (UNEPI), the Government of Uganda, and immunization and other implementing partners and will be based in Kampala, Uganda with backstop support from the Washington, DC headquarters office. The position requires proficiency in English language (written/spoken) and computer skills; knowledge of international donor regulations (USAID, Bill & Melinda Gates Foundation) a plus.
RESPONSIBILITIES
The Monitoring and Evaluation (M&E) advisor will provide technical assistance to: the MoH, USG-implementing partners and their operational level health workers, local governments in the selected program districts, and other stakeholders working in collaboration with the project in Uganda.
The responsibilities of the ME&L Advisor will include:
·Strategic Planning and Development
·As a key member of the team, the ME&L Advisor will contribute towards the development and implementation of project strategy, including, but not limited to:
·Oversee program documentation both qualitative and quantitatively following the REC-QI guidelines.
·Contribute to the development of, and advocacy for, project related indicators.
·Participate and the take the lead in developing and updating the program’s internal ME&L plan
Data Management
The M&E Advisor will provide leadership for the project’s data management, including, but not limited to:
·Take Leadership in country together with the HQ team in the development of a project REC-QI databases and support its use among other partners and staff.
·Support data management, including advising on data collection, processing, analysis, and reporting. This would include developing and implementing a data quality management (DQM) systems, including data quality assessment/auditing, assurance, and storage guidelines.
·Work together with the MOH resource centre in the generation and reporting of the EPI information
Project-Specific Monitoring and Evaluation
To work closely with the project’s staff members to ensure appropriate monitoring and evaluation of projects, including, but not limited to:
·Support the program team and partners to ensure that performance indicators are developed/followed and are met.
·Develop a culture where baseline surveys, mid-term and end-of-program evaluations are routinely done and take a lead on the preparation of terms of reference and data collection methods and tools for such surveys and evaluations.
·Generate in consultation with other project staff monthly, quarterly, semi-annual and annual reports as required by the funder and submit the reports to the project Country Director according to provided time schedule.
·Disseminating of lessons learned and best practices in a way that supports continuous improvement in REC-QI in selected program districts
·Lead learning reviews for the program to identify critical lessons and best practices from MCHIP and MCSP work that can be widely disseminated to inform health managers on best practices in REC-QI.
·Support inclusion of M&E information in papers as well as co-authoring abstracts and papers, or presenting at conferences, as appropriate.
·Facilitating cross-learning of REC-QI among programs and countries.
·Undertake other duties within the project as required by the supervisor.
·The ME&L Advisor will be directly supervised by the Country Director for the SS4RI Program.
QUALIFICATIONS
·A Master’s degree in Clinical Epidemiology, Public Health or Bachelors in Statistics or Quantitative Economics from a recognized university. An accompanying diploma/qualification (add-on) in monitoring and evaluation or program management and planning will be an added advantage.
·Previous experience of 4 years working in handling datasets using statistical packages such as SPSS, STATA, EPI-data, etc.
·Experience working with the MoH both at the central and district level
·Experience working with donor funded programs.
·Experience working with a waste management program preferred
·Strong training and computer skills
·Ability to coordinate a broad spectrum of partners in health – Immunisation
·Good communication and presentation skills and proficiency in written and spoken English.
This position is based in Kampala with approximately 70% travel to selected districts.
