Background Information:
Kyambogo University is a public university, established in 2003 following the merger of the former Institute of Teacher Education Kyambogo (ITEK), Uganda Polytechnic Kyambogo (UPK), and Uganda National Institute for Special Education (UNISE). The University Campus is located on Kyambogo Hill in the capital city, Kampala. Kyambogo University is the second largest university in Uganda with more than 25,000 students. Kyambogo University is a unique institution which has adopted an integrated approach to education, focusing on vocationalising education at all levels. The University has embraced the fields of science and technology, humanities, business management and entrepreneurship, education and teacher development as well as special needs education.

GENERAL
The successful candidate will be an innovative, visionary leader with the capacity to build a dynamic management team. In particular the Vice Chancellor will be a widely knowledgeable individual about the national,
regional and international status and trends of higher education, with capacity to execute a strategic change programme that will ensure sustained success of the University.
RESPONSIBILITIES
In accordance with Section 31 of the Universities and Other Tertiary
Institutions Act, the Vice Chancellor shall:
(a) Be responsible for the academic, administrative and financial affairs of the University; and
(b) In the absence of the Chancellor, preside at ceremonial assemblies of the University and confer degrees and other academic titles and distinctions of the University.
TASKS
The tasks of the Vice Chancellor are to:
·Provide academic, administrative and financial leadership to the whole University and as such shall be responsible to the University Council for maintaining and promoting academic excellence as well as maintaining and promoting efficiency and good order in the University;
·Exercise influence and advocacy on behalf of the University and its interests, through active engagement with internal and external stakeholders;
·Lead development activities, including fundraising and promotion of the University’s scope and reputation, in Uganda and internationally;
·Lead a team of senior managers, monitor their performance in pursuit of the University’s overall mission and for the fulfilment of policies established by the various governing and legislative bodies;
·Ensure that the management and administration of the University successfully implement the University’s strategic plan and achieve the objectives therein in a timely, inclusive and purposeful manner;
·Lead the academic development of the University, particularly by attracting, motivating and retaining renowned professors and scholars;
·Exercise leadership in mobilizing resources necessary for the implementation of the University plans, policies and programmes and ensure transparent and optimal utilization of available resources;
·Report to the University Council on all matters pertaining to the University;
·Provide academic and research leadership to the University;
·Coordinate the development and implementation of policies, plans, and programmes based on the University’s mission, vision and strategic goals.
·Spearhead and coordinate staff and student welfare programmes;
·Represent the University in relevant fora in order to promote andunderstanding of the University’s mission and strategic interests;
·Execute any other duties as may be assigned by the University Council in accordance with the Universities and other Tertiary Institutions Act.
Reports to Chairperson of the University Council. Have proven experience in playing a leading part in national or international policy-making in higher education;
5. Have thorough knowledge of the structural, legislative, and regulatory framework for management of higher education in Uganda;
6. Have proven management capacity including knowledge of public
financial management and strategic people management;
7. Be an accomplished scholar with proven track record in formulating and managing academic programmes including supervising and mentoring masters and PhD students;
8. Have a proven track record of research and publications in peer reviewed journals and/ or monographs and books;
9. Have demonstrable experience in networking, fundraising and resource mobilisation;
10. Should be between 45 and 70 years of age at the time of application.

APPOINTMENT
In accordance with the Universities and Other Tertiary Institutions Act 2001, (as amended 2003, 2006), the Vice Chancellor shall be appointed on contract for five years and shall be eligible for one more term of five years.
REAPPOINTMENT
Re-appointment for the second five-year term of office shall be in accordance with Section 31 of the Act and subject to performance appraisal done by the University Council.
REMUNERATION
An attractive remuneration package shall be paid in accordance with the University Terms and Conditions of Service.
EMPLOYMENT CONTRACT
Upon acceptance of the job offer the successful candidate will be required to sign a contract of employment with the University Council of Kyambogo University setting out the terms and conditions of employment.
PERFORMANCE OUTPUTS AND TARGETS
The Vice Chancellor shall sign an annual performance agreement stipulating his or her performance outputs and targets.
PERFORMANCE REVIEWS
In July of each financial year, the University Council shall undertake a review of the Vice Chancellor’s performance which will cover the following:
The Vice Chancellor’s progress towards the University’s strategic objectives, performance outputs and targets as determined by the University Council.
The University’s performance in terms of the quality indicators set by the National Council for Higher Education and/or the Minister responsible for Education.
Any compliance directives issued by statutory authorities Other relevant matters determined by the University Council.
(b) The review process will also establish measurable short-term and long-term performance targets for the Vice Chancellor as may be determined by the University Council.

(d) Certified copies of the candidate’s academic transcripts and certificates.
