Uganda: Chief of Party - USAID Orphans and Vulnerable Children project in Uganda

Mildmay Uganda is a national Non-Government Organization operating in Uganda since 1998 specialising in delivery of comprehensive health care delivery including HIV prevention, care and treatment; health systems strengthening; programming for vulnerable children, orphans, youth and households; health training and education; and research. Currently, Mildmay Uganda concentrates its efforts in 16 districts of Central Uganda with additional strategic interventions in other regions across Uganda. The organization is gradually expanding its program reach in other areas of Uganda.
Mildmay Uganda is leading a consortium of five national, regional and international organizations to apply for an anticipated USAID Orphans and Vulnerable Children (OVC) project in Uganda. We seek a competent person to fill a high-caliber executive-level position of Chief of Party (COP) with a record of accomplishment of leading and managing complex international development projects in the Eastern and Southern African Region. The COP will provide overall leadership, mentorship and technical direction for the project, ensuring achievement of all project deliverables. The COP will be the primary liaison with USAID and will be responsible for overall project leadership and management to ensure effective execution, reporting, accountability and compliance. The COP will coordinate with government and other stakeholders to ensure that activities complement ongoing initiatives and adhere to local, national and global standards and practices.
SPECIFIC RESPONSIBILITIES:
Responsible for the overall planning, implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.Serve as the team lead for the project and ensure strong communication and coordination with and between all team members as a means to effectively achieve program objectives. Encourage transparency among and between members to promote coordination and effectiveness.Design and implement a clear leadership and mentorship strategy to build local staff capacity to lead and manage future programs of similar or related scale and complexityLead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.Design strategies, partnerships and interventions that enlist and ensure inclusive and meaningful participation of all marginalized sections of the target populations with specific focus on youth, women, and children with disability.Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, government partners and other key stakeholders.Ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by the donor.Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.Responsible for creating networks and forums for the dissemination of project results and impact and working with stakeholders to ensure these inform future OVC programming and policy.Minimum Qualifications:
· Master's Degree or higher in international development, business administration, social sciences, public health, or a closely related field is required.
· The CoP must have strong leadership qualities and depth and breadth of technical and management expertise, as demonstrated by a minimum of ten years of progressively increasing experience in designing, implementing and managing large, complex projects involving multiple partners, in/for developing countries, five years of which must have been in a Chief of Party/Director role of a large development program of comparable size and scope.
· Management experience with a USG cooperative agreement preferred.
· Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement or policy development is required.
· S/he must also have demonstrated international credibility as a leader on matters of the social service sector in developing countries. Experience working in Eastern or Southern Africa will be an added advantage.
· S/he must have experience interacting with government agencies, host country governments and counterparts, and international donor agencies.
· Strong interpersonal, writing and oral presentation skills in English are also required.
