Organization: United Nations Regional Service Centre Entebbe (RSCE)Vacancy Announcement Number: RSCE/TJO/HRAG4/2014The Regional Service Centre Steering Committee is the decision-making body for RSCE, in compliance with General Assembly resolutions, United Nations Secretariat rules and regulations, strategic guidance from United Nations Headquarters and oversight bodies. The Steering Committee consults with the Global Field Support Strategy Implementation Coordination Team, as required.The Regional Service Centre, as approved by the Member States, is owned, managed and staffed by the regional missions it serves. This framework reinforces the existing missions’ chain of command structures and lines of authority in a manner that does not create an additional layer between Headquarters and the regional missions. It also ensures that staffing for RSCE will be achieved through the redeployment of resources from the regional missions it serves.Key Duties and Responsibilities:  Under the direct supervision of the Unit Chief or his/her designated official, the Human Resource Assistant will be responsible for, but not limited to the following functions:Actively participates in the selection of candidates for secretarial, clerical and related categories positions; including evaluating and screening applications of such candidates, preparing profiles of candidates, assist the head of the Unit in preparing and conducting preliminary interviews, roster searches for vacancies and identifying short-lists of candidates.Supports in the filling of posts for all categories, including initiating and following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching offers of appointment and Statements of Emoluments.Assists in organizing and coordinating competitive recruitment examinations.Manages the maintenance of vacancy announcement files and tracking status of vacancy announcements.Intuitively reviews and processes personnel actions through IMIS.Guides staff on administrative matters.2. Administration of Entitlements:Checks, reviews and processes requests for entitlements and claims.Maintains IMIS entitlements reference tables. Conducts exit interviews for separating staff and assists him/her in final arrangements.Maintains HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports.Conducts research on a range of HR related issues and assists in the preparation of notes/reports. Offers general office support services; processes, drafts, edits, proofreads and finalizes for signature/ approval a variety of correspondence and other communications; sets up and maintains files/ records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc. Prepares written responses to queries concerning HR related matters.Performs any other duties as required.Qualifications, Skills and Experience: The ideal candidate for the aforementioned United Nations Human Resource Assistant job opportunity should hold a High school diploma or equivalent is required. Possession of a certificate in business administration, finance, or human resources is an advantage.A minimum of four (4) years “of progressively relevant experience in human resources management administrative services or related area.Languages: English and French are the working languages of the United Nations Secretariat For the post advertised, fluency in oral and written English is required Knowledge of another official United Nations language is an advantage.Professionalism: Good knowledge of human resources policies, procedures and practices and ability to interpret and apply them in an organizational setting. Demonstrates use of initiative and makes appropriate linkages in work requirements and anticipates ne steps.
