Background

Danish Refugee Council (DRC) is a private, independent humanitarian organization working to provide durable solutions and promote human security.

In Uganda, DRC works in North, North-Western, South-Western and North-Eastern regions in a range of emergency/development support for the refugees and communities in need with the aim of saving lives by providing protection and humanitarian assistance, and creating livelihoods (for more information go to www.drc.dk).

In the North-Western Regions, DRC is currently implementing a refugee programme for South Sudanese and Congolese with a new protection in emergency component which comprises: child protection with a special focus on separated and un accompanied minors, psychosocial support, GBV and protection monitoring. A conflict management thematic area - within the overall protection framework - is also being developed. DRC’s programme in West Nile aims at building up the capacities for protection in host communities and strengthening durable solutions for the refugee population.

General Objective

The Project Manager manages all multi-sectorial assistance in Rhino Camp Settlement. Furthermore, s/he has financial and administrative responsibility for the project and is also responsible for the planning and implementation of adequate security precautions in the project area to ensure the safety of all staff and assets and the direct supervisor of senior staff working within the project.

S/he will report to Program Manager West Nile on both program and support related issues.

Specific tasks and responsibilities

The Project Manager is responsible for the following tasks within the framework of DRC standard regulations and operational procedures:

Project management:

Oversee implementation of multi-sectorial project in Rhino Camp settlement.Supervise a proper and timely implementation of all projects according to agreed policies and donor requirements.Prepare annual/project action plans for the project in accordance with annual planning cycle.Provide regular internal reports and other relevant information on general policy matters and programme activities to the DRC Country Director in Kampala, based on agreed formats and schedules.Ensure donor requirements are met including production of reports in formats agreed with the donors and partners.Ensure that a sound documentation including relevant beneficiary data is collected and that relevant assessments are conducted in the project area.Ensure that a sound feedback system is in place in the project area so that beneficiaries have easy access to DRC.

Administration and Personnel Management

Responsible for financial budgeting and expenditure management, staff management (including development of TORs for project staff), continued revision and implementation of sound administrative guidelines and personnel policies, security precautions, logistics and all other tasks pertaining to the efficient day-to-day running of the project.Supervise national staff and take action in terms of recruitment, promotions and dismissal as required.Be responsible for organisational development of the DRC’s refugee operation in Arua, including staff assessment as well as formulation and implementation of human resource development activities.Manage the staff under livelihood project, mentor and assist in continual development of the staff.

External relations:

Coordination: Maintain close and good relations with all relevant stakeholders including the UNCHR, WFP and other relevant UN organisations, OPM, local authorities, line ministries, donors, NGOs, CBOs and other partners.Transparency: Ensure required reports and information are shared with the direct project stakeholders in a timely and adequate manner.Reporting: In consultation with the PM West Nile, ensure timely narrative and financial reporting to donors.Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.Uphold DRC’s international code of conduct.

Qualifications and Qualities

Minimum Bachelor degree in any of the following: Development Studies, International relations, refugee studies, human rights, social sciences or related field5 years professional work experience in managing similar multisectorial refugee assistance program including protection and community services, community mobilization, with INGOs or UN, including operational IDP or refugee protection.Proven record of providing trainings and workshops on different protection areas: CP, GBV, international law.Excellent analytical, strategic and communication skillsStrong Computer literacy and Report writing skills.Strong interpersonal skills and demonstrated ability to establish effective working relations with the other team members and other stakeholdersAbility to work under pressure, culturally sensitive, and ability to work with minimal supervision

Conditions for the positions

Duty station, residence:Rhino Camp, Arua, with regular travel to other field offices and the main office in Kampala. Non-family duty-station.
The position is contract based. Remuneration and benefits are as per DRC Uganda standard salary scale and benefit package.

Expected start date: 5th January 2015
