Background Information:


JSI Research & Training Institute, Inc. (JSI) is recruiting for a National Technical Director (TD) to support and contribute to the design and implementation of interventions that lead to sustainable improvements in


routine immunization coverage in selected districts of Uganda. the team will work closely with the Uganda National Expanded Program on Immunization (UNEPI), the Government of Uganda, and immunization and other implementing partners and will be based in Kampala, Uganda with backstop support from the Washington, DC headquarters office. The position requires proficiency in English language (written/spoken) and computer skills; knowledge of international donor regulations (USAID, Bill and Melinda Gates Foundation) a plus.


RESPONSIBILITIES


The National Technical Director will work with the Country Director (CD) in managing the program’s activities at the national level and in the selected districts and other immunization and health partners. The NTD will fill the role of the CD in his/her absence and assist in communication with the donor, JSI and the Government of Uganda.


Specific tasks may include:


Program planning:


·Assist in strategic planning with the country team, UNEPI, and district health management teams and work with the finance and Administration team on the development of detailed annual work plans and budgets.


·Assist the program in the recruitment, team building and supervision of project staff


·Technical leadership (capacity building/community partnership/active monitoring)


·Ensure high level, quality technical work is performed by the country team and district staff as they carry out activity implementation and related interventions to support REC-QI.


·Lead and supervise the implementation of a sustainable capacity building strategy for health workers and mid-level managers at district level—building on lessons from the existing EPI REC-QI programs.


·Document, disseminate and integrate best practices in scaling up REC-QI


·Conduct Annual performance reviews for staff directly under him/her.


·Policy formulation in collaboration with UNEPI and other partners


·Support adoption and updating of the developed national immunization policies and guidelines.


·Participate in all EPI-related regular meetings at national level (like the EPI Technical Group)


Project monitoring and evaluation


·Support the ME&L in designing the project’s performance monitoring tools and procedures.


·Participate the review of monthly and quarterly performance data.


·Communications with and reporting to USAID clients, immunization partners and headquarters


·Coordinate and plan meetings with UNEPI, MCSP and other partners at national level


·Disseminate proven tools and approaches among the project’s focus districts, advocating with other partners and programs for their inclusion of EPI into annual work plans


QUALIFICATIONS


·MBchB, plus advanced public health training (PH, MPH), or equivalent experience


·At least 7 years of experience working on immunization programs (EPI)


·Knowledge of the technical aspects of immunization programs


·Experience with health worker in-service training, developing training aids and techniques, improving quality of services, etc


·Experience developing low-cost and innovative community approaches to increasing the coverage of immunization and/or other primary health care services


·Experience working with The Government of Uganda’s PHC and MOH structures, and with health workers at district, sub district and health facility levels


·Understanding of Uganda’s local government and districts traditional structures


·Prior donor-funded project experience desirable


·Excellent oral communication, writing and documentation skills;


·English fluency in reading, writing, speaking


This position is based in Kampala with approximately 40% in-country travel.
