ORGANIZATIONAL DESCRIPTION:


Uganda Red Cross Society (URCS) is the leading Humanitarian Organization in Uganda. Since its inception in 1939, URCS has developed over the years into a formidable well respected humanitarian agency. It was enacted by act of Parliament in 1964, and since then the society has continued to grow.Uganda Red Cross is currently implementing a new five year strategic plan 2011-2015.


Title:Director – Institutional Development and Volunteer Management (1 Position)

Location:URCS Headquarters


Duration:Three Years – Renewable


Job Purpose:


The role holder is expected to plan, lead the implementation and coordinate URCS’ branches development and management of volunteers in line with the URCS strategy in collaboration with partners and stakeholders


Specific duties and responsibilities:


1.Develop and lead the implementation of systems and structures of coordination and interaction between the Head Office and the Branches


2.Lead the process of implementation of a sustainable membership growth development strategy to see an increasing number of self-sustaining members through a graduated membership development process


3.Plan for, Coordinate and lead the implementation of member recruitment campaigns at the Head Office and Branches


4.Lead the resource mobilization, implementation of membership development programs, and accounting for donor resources in the Institutional Development and Volunteer Management Unit


5.Identify, engage and develop institutional partnership relevant to the growth of URCS’ membership and the implementation of membership development programs


6.Lead the development and implementation of a robust volunteer management framework for URCS in order to attract and retain value-adding volunteers to the Society


7.Develop rules and regulations to guide the governance and operations of the branches


8.Identify capacity building requirements for governance and volunteers at both the headquarters and the branches and lead the implementation of capacity building initiatives


9.Lead the monitoring and evaluation of branch performance and compliance with the URCS constitution as well as other policies and provide technical leadership/ support and interpretation of such documents


10.Support branches in the implementation of their growth strategies, including resource mobilization


11.Work in liaison with other URCS departments to streamline and integrate program delivery across branches in line with the URCS Strategy


Minimum qualifications, working experience and competencies:


A Masters’ Degree in Social Sciences, Public Administration, Organizational Psychology, HR Management; A Post-graduate qualification in Project Planning and Management is desirable.At least 6 years’ experience in the related field or institutional/ organizational development.


Good knowledge of; Grassroots Program Design, Management and Implementation, Communication and Networking, Planning and Budgeting, Resource mobilization, Monitoring and Supervision, Development of Policy Documents and SoPs, Documentation, information management, and Reporting, Institutional capacity assessment & development, Organizational Development


Excellent communication (effective spoken presentation and written reporting abilities), .Networking & Stakeholder management, Analytical skills, Training and development, Knowledge management, strong inter-personal skills and computer literate.

Job Purpose:


The role holder shall lead and supervise the implementation of the URCS DRR/ Community Resilience initiatives and provide technical support to increase the organization’s overall DRR and Resilience portfolio in line with the URCS strategy


Specific duties and responsibilities:


1.Build URCS’ DRR and Community Resilience plans and capacity, provide thought leadership on strategic directions in disaster risk reduction for URCS in collaboration with operations, technical units and program teams


2.Lead the departments’ initiatives of resource mobilization and drive program development for DRR/M in existing and new contexts in line with the URCS Strategy


3.Provide leadership in Networking and building strategic alliances with partners and donors related to DRR/M in line with organizational strategies and policies


4.Provide guidance to URCS’ branches at all stages of the program cycle (assessments, implementation, monitoring and evaluation) for DRR and Resilience programming


5.Develop and deliver capacity building initiatives in DRR & Resilience, including training and mentoring for branches and field staff based on gaps in specific areas of knowledge and practice


6.Manage development, performance and motivation of staff in the Department line with URCS Human Resources policy


7.Position URCS as the partner of choice in relevant context with partners and donors identified through mapping, in collaboration with the USG Programs and Operations, and promote the visibility of URCS at national and regional platforms and forums concerning DRR & Resilience in humanitarian, transitional and development programming.


8.Develop and lead the implementation of frameworks for documenting the evidence of best practices in DRR & Resilience programming and ensure the field teams incorporate the practices into the program while also enabling them to share across URCS and present at local and global forums.And develop and disseminate information and evidence on URCS’ DRR & Resilience Programs, initiatives and impact


9.Participate in relevant meetings at the national, international and policy levels to advance URCS’ visibility and contribution to DRR & Resilience. This may include meetings with governmental donor agencies, and related platforms and existing and new partners in the National Society


Minimum qualifications, working experience and competencies:


·A Master’s in Development Studies, Statistics, Medicine or Social Science discipline, A Post-graduate qualification in Project Planning and Management; Training in Project planning and management, Emergencies and Relief operations/ Disaster Risk Reduction, Participatory approaches and methodologies


·At least seven years of experience in DRR program implementation at the field level preferably with NGOs and with field experience in one or more of URCS’ core sectors; Health, WATSAN and DRR;


·At least three years’ experience leading DRR and/or Resilience programing at senior management level, preferably with NGO or UN agency and familiarity with donor DRR strategies; Solid understanding of current thinking and practice related to DRR & Resilience, including the donor strategies, research agenda and evolving models for programmes in humanitarian and development contexts;


·Proven experience in capacity building, facilitation of multi-stakeholder processes, organizational learning, and change processes; Strong written and oral communications skills including ability to write technical documents and give presentations to colleagues in and outside of URCS

JOB PURPOSE:-


The role holder is expected to lead the implementation of the URCS Health, Social and Commercial Services Programs in line with the URCS Strategy, existing policies and procedures of URCS and international best practice/standards.


SPECIFIC DUTIES AND RESPONSIBILITIES:


1.Coordinate and account for strategic and operational planning, program development, review/ evaluation and reporting processes for the Health, Social and Commercial Services Programs in line with URCS strategy


2.Lead the implementation of integration and mainstreaming initiatives for health and social services into other programs (e.g. into Disaster Risk Reduction) so as to have an integrated program delivery approach in line with the URCS Strategy


3.Provide quality assurance to Health, Social and Commercial Services’ program related reports and relevant communication to both internal and external stakeholders of URCS


4.Lead, coordinate and account for resource mobilization/ fundraising for all Health Services initiatives in the department in line with the URCS’ fundraising strategy


5.Provide leadership in Networking and building strategic alliances with partners and donors related to Health and social Services in line with organizational strategies and policies


6.Supervise, motivate, appraise staff in the Department and build the capacity of the staff in line with the URCS strategy and policies


7.Identify Health, Social and commercial Services-related capacity building and knowledge needs for URCS and its partners, coordinate the generation, storage and access to knowledge in line with the URCS Strategy

MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:


Masters Degree in primary health care, community development, sociology, natural sciences, medicine and Management; Post Graduate Diploma in Public Health, Sociology, primary health care, Medicine; Training in; Project planning and management, Emergencies and Relief operations/ Disaster Risk Reduction, Participatory approaches and methodologies, Monitoring and evaluation.


7 years practical experience in Health Services work, emergencies and relief work and development management;


At least 3 years’ experience in senior management


Skills: Strategic planning and management; Donor contract management; Staff and partner capacity development;


Communication and public relations; Resource Mobilization; Monitoring & Evaluation; Networking and collaboration; Corporate Governance; Computer literacy skills – MS Office applications, word, excel, PowerPoint, Spread sheets
