All We Can (formerly MRDF) is nearing completion of a three-year project in partnership with Voluntary Action for Development (VAD), funded by DFID Global Poverty Action Fund. The project, “*Improving Water, Sanitation and Hygiene in Central Uganda”,* project aims to improve the use of clean water and adequate sanitation amongst community members in 63 underserved villages, combining delivery of WATSAN facilities and hygiene and sanitation education with the formation and capacity building of local community structures, and support for advocacy
With the project closing at the end of March 2015 All We Can will be conducting a final evaluation with the purpose of providing an independent review and verification of annual reporting, assessing the extent to which the project objectives have been met, evaluating the project impact, sustainability and value for money. The evaluation, which will include both primary and secondary research, should also facilitate learning, and examine emerging opportunities and risks.
Evaluation questions will cover areas of project relevance, effectiveness, efficiency, sustainability, impact and learning, and the evaluation should be carried out in compliance with the DFID Evaluation Strategy for the PPA and GPAF funding mechanisms.
We are inviting expressions of interest from consultant (s) who are able to meet the required criteria, including substantial experience of conducting evaluations, including for DFID funded projects, experience of using participatory approaches, and experience of WASH projects. We aim to complete the final evaluation report by the end of May 2015.
