Position: Design, Monitoring and Evaluation Coordinator-WASH
Report to: Integrated Programs Division Director Location: National Office, Kampala
Purpose of the position:Leading the design and implementation of the M&E activities of WASH Technical Program, Preparing Quarterly/Annual progress reports and, on-going monitoring and evaluations including documentation and learning and compliancy in the WASH Technical programme
Main Responsibilities:
• Provide technical leadership—including technical assistance, guidance, and direction—related to M&E plans and systems, performance management for WASH projects etc. Support staff in design of WASH projects, monitoring of projects and preparing project progress reports. • Develop capacity of staff to utilize existing WASH M&E tools for proper tracking and reporting of WASH TP contribution to CWBO in World Vision Uganda, including coaching and mentoring for staff, partners and other stakeholders on Design, monitoring, evaluation & research. • Coordinate Planning and implementation of monitoring, evaluation & research initiatives in the WASH Technical programme • Actively facilitate and support development of WASH Technical programme annual work-plans and budgets • Facilitate monitoring and tracking implementation of program monitoring and mid-term evaluation recommendations • Develop and lead the implementation of the overall WASH Technical programme M&E framework such as, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops • Periodically review and train staff in using the existing M&E tools • Perform periodic data quality assessments to ensure validity, integrity, precision, reliability and timeliness of all performance data; identify any deficiencies and suggest corrective actions; and assist the technical team members to maintain electronic and hard copy files. • Establishing and managing a performance monitoring framework for the WASH Technical Program with clear goals, outcomes, outputs, inputs, processes, indicators, data needs and sources, and reporting formats and frequency, for effective monitoring, reporting and updating progress of the WASH Technical programme • Support strategic thinking and planning in relation to integration of the management information system (MIS) and application of M&E data • Facilitate organizational learning by developing, collecting and disseminating relevant WASH technical programme information to all key partners • Facilitate documentation and sharing of success and impact stories during learning and reflection meetings. • Design and implement program impact assessments/evaluation, operation research or special studies to improve programming in line with program implementation plan in WASH technical program for informing decisions at national level • Prepare consolidated progress reports to submit to WVU Senior Leadership Team and WASH programme donors in accordance with approved reporting formats and timing. • Prepare monitoring and evaluation and learning reports documenting the findings of monitoring and mid-term processes. In addition, consolidates reports, or data at outcome and output level and shares with the respective partners in the consortium based on their respective guidelines or reporting templates • Support in resource acquisition through development of concepts, proposals and response to RFAs
Qualifications:
Education/Knowledge/Technical Skills and Experience
- Must possess a university degree in development discipline with know of statistic or mathematics and a post graduate qualification in Monitoring and Evaluation or WASH related discipline.
- Have at least five years of field experience in Project Design, Monitoring and Evaluation: designing, preparing and conducting surveys, collecting and analyzing baseline data, and reporting.
- Advanced computer skills in Excel, MS Access, SPSS and other statistical packages.
- Knowledge of GPS mapping software is an added advantage
- Excellent analytical and communications (written and oral) skills; must be able to obtain, analyze and evaluate a variety of information; organize, interpret and present it in meaningful oral or written form for varied audiences
- Ability to train and coach staff and partners
- Demonstrable abilities in planning and coordination
- Good team player with good problem solving skills;
