Mercy Corps is an international non-profit organization which implements high-quality, analytical development work in very difficult places. We have been operating in Uganda since 2006 and currently implement development programs in the Acholi and Karamoja sub-regions of Uganda with funding from USAID, EC, SDC, and USDA. We were recently awarded a market-development focused 5-year USAID/Food for Peace-funded program working in the northern half of Karamoja.


About USAID GHG Program:


The project, called the Northern Karamoja Growth, Health and Governance (GHG) program, aims to support the immediate needs of program beneficiaries while promoting long-term development by spurring systemic improvements in key economic sectors of northern Karamoja.


Job Summary:


The Mercy Corps Senior Engineering Officer is responsible for supporting the implementation and supervision of all Engineering related activities mainly Health infrastructures and road construction. These activities will be implemented through contractors and the Senior Engineering Officer in collaboration with District Engineer will oversee the contractors and ensure quality deliverables of the same. The Engineering Officers will work closely with GHG Team Leader(s) and officers to better coordinate and implement activities in a timely manner.


S/he will also expect to establish/strengthen good working relationships with all GHG partners.


The incumbent will also be responsible for data gathering, analysis and timely communication.


Key Duties and Responsibilities:


1. Program:


·Carryout preliminary survey for various engineering related activities and produce quality BoQ and plans;


·Oversee all engineering activities during feasibility studies, technical design and construction works


·Prepare tender documents, construction contracts, quantify volumes and prepare certificates


·Responsible for the daily implementation of engineering related project activities and monitor progress at assigned work sites;


·In charge of developing detail action plans for project implementation – including all technical specifications for project implementation in collaboration with the concerned staff.


·Actively mobilize community to fully participate in the project implementation for sustainability.


·Work in liaison with the Chief Learning Officer staff to capture the required data for measuring the impact indicators.


·Supervise and be responsible for all technical aspects of project implementation, ensure they are completed in a timely, efficient and accurate manner according to standard engineering methods.


·Conduct regular field visits to oversee and supervise construction of roads and other infrastructures as needed;


·Supervise, ensure quality and provide technical advice on works


·Ensure an integrated approach to program implementation in order to maximize resource utilization and synergy between the staff and different MC programs, if any;


·Report to the Deputy Chief of Party on weekly basis on progress of works.


·Ensure that environmental aspect of project sites are well incorporated during construction and post construction phase.


·Provide timely recommendations for future programming,


·Inspecting and monitoring work of contractors regularly for quality assurance.


2. Partnership Management:


·Establish and maintain productive working relationships with sub-county and district leaders and UNRA and district engineering office, soliciting their participation in all activities where appropriate;


·Make on-site field visits regularly to provide technical review and/or design suggestions;


·Work in liaison with team leader(s) and Mercy Corps technical staff in order to develop potential projects, implement and closely monitor program activities including detailed work plans.


3. Monitoring and Evaluation:


·Create a dynamic program environment that promotes inquiry;


·Take primary responsibility for data gathering in engineering related works;


·Provide data in support of team submission of timely weekly, monthly, and quarterly reports that will be indicative of program progress during implementation.


·Where needed support external evaluations by research partner Feinstein International Centre and other organizations;


·Work in liaison with the Chief Learning Officer to ensure accurate and timely flow of information from the field for entry in the database and for preparation of PR materials


4. Other:


Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;


Perform any other duties as assigned by the line manager.


Qualifications, Skills and Experience:


·The ideal candidate for the aforementioned USAID GHG Program should hold a University degree in (civil or construction engineering)


·Five or more years of professional experience.


·Skills in AUTOCAD drawing


·Skills in structural engineering are desired


·Skills in surveying, mapping are also desired


·Proven skills in design, drafting BOQs and managing construction tenders as well as construction projects


·Member of professional engineering body/association


·Willingness to work on the field


·Possess the ability to interact effectively with a wide variety of people


·Skills in networking, team-working, and community consultations


·Good reporting, communication and representation skills


·Good spoken and written English.


·Fluency in Ngakarimojong and Ethurr is an advantage
