Uganda: Capacity Building and M&E technical support consultancy, “Deinstitutionalization of Orphans and Vulnerable Children project”, Uganda - 2015

As part of the “Deinstitutionalization of Orphans and Vulnerable Children project”, in Uganda, Retrak is seeking two consultants to provide technical support in two connected areas:


• Design of capacity building approach and tools for support to child care institutions (CCIs) in the area of family reintegration, based on Retrak’s Family Reintegration SOPs; and


• Design of monitoring and evaluation system to track the quality and impact of family reintegration programmes delivered by CCIs with Retrak’s support, to contribute to the project learning.


The overall project aims to:


1) Reduce unnecessary separation of children from their families, and


2) Place children outside of family care in nurturing families.


Part of Retrak’s contribution to the project is in building the capacity of government personnel and raising awareness of the process of reintegrating highly vulnerable children, particularly street children, into family-based care. The goal is to work with 5 remand homes and other CCIs across Uganda to deliver training and support in order to reintegrate vulnerable children, following Retrak’s Family Reintegration Standard Operating Procedures (SOPs), and to generate learning about the use of these procedures through monitoring the effectiveness of the process (within the integrated approach of the project), quality of the intervention and the impact on children and families.

How to apply:


Retrak is looking for two experienced consultants, either applying as a team or for one of the consultancy elements. The consultants should have:


· Demonstrated experience in capacity building and/or M&E approaches;


· Practical experience working with vulnerable children and families;


· Knowledge and experience of alternative care and de-instutionalisation in Uganda and/or Africa;


· Knowledge and experience of and commitment to child rights, participation and protection;


· Experience of working in Uganda or East Africa;


· Ability to write in accessible English to an international standard.
