WaterAid Uganda is looking for a Head of Financeto play a vital role in our mission to transform lives with safe water, sanitation and hygiene in the world’s poorest communities.


As an active member of the Senior Management Team, the Head of Finance willprovide strategic leadership and take responsibility for all finance functions within the country programme.


Key responsibilities: – Contribute to the development of the strategic plan for the Country Programme and develop and maintain appropriate and effective financial strategies, plans and policies to support it.


  • Develop, implement and maintain financial management procedures, systems, risk assessments and control measures to manage, monitor and audit transactions across the Country Programme and to ensure compliance with WaterAid’s overall policies.

  • Maintain oversight of the country programme funding position and compliance with donor budget contractual obligations.

To be successful, you’ll need to have a fully completed accounting qualification or certification, e.g. CA, ACCA, CIMA, CPA. A Master’s degree in a finance qualification will be an added advantage. A minimum of seven years’ experience in leading a finance team and working in a senior position in a major organisation is required.

International Technical Assistance Public Health


Location: Kampala – The candidate will reside in Kampala and its main field of activity will be within the Ministry of Health (70%) and field visits at District Health Office level, in hospitals and Health Sub-Districts (30%) in the regions of intervention. Ten days field presence every 2 months.


Duration of the contract: 36 months


Probable starting date: as soon as possible


Monthly salary package: between 5,624.06 euro and7,959.57 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.


Function:


  • Responsible for the functional coordination between PNFP and ICB II project

  • Support coordination with all stakeholders inside and outside the MoH

  • Steer the international Administrative and Financial Expert

  • Coordinate the work between all National Technical Assistant working in PNFP and ICB-II

  • Participate to joint planning

  • Support the MoH in its efforts to coordinate capitalisation of experiences and policy recommendation exercises

  • Responsible for the co-management procedures in the ICB II project

  • Co-responsible for the planning and budgeting of activities

  • Co-responsible for the guiding of NTA

  • Actively assist in capacity building of project and national MoH staff

  • Conceive and organise action-research initiatives

  • Co-responsible in the development of a M & E system, based on the establishment of a baseline for each explicit topic of interest of the project

  • Support the MoH in capitalising experiences generated at the operational level and translate them in a national policy

  • Organise activities to improve the quality of care and the organisational quality

  • Organise formal evaluation conversations with the ITA of the PNFP project and the iAFE

Profile


Qualifications


  • Degree in Medicine

  • Master Degree in Public Health or equivalent diploma (candidate will have to provide course content)·

  • Experience

  • At least 8 years in the field of public health and health service organisation of which at least 3 years in development countries.

  • Experience in institutional support and work at a ministry’s level.

  • Experience in effective management of health care facilities (Health district management).

  • Previous experience of coordination and leadership in a similar context

  • Experience in dealing with crosscutting issues (gender, SRHR, HIV)

  • Experience in action-research and capitalisation exercises are advantages

  • Knowledge on complexity concepts and management in complex environments are advantages

  • Knowledge on RBF and health insurance are advantages·

Other


  • Leadership and coaching skills (listening, consensus building, take difficult decisions)

  • Good knowledge of computer tools.

  • Able to initiate new ideas, discuss and question them.

  • Willingness to learn new concepts and a scientific curiosity

  • Combine analytical skills with good interpersonal skills.

    Minority Rights

    Group International is currently working with civil society partners in Africa

    (primarily in the Great Lakes, Horn and East regions)  to build strong long-term leadership and

    organizational capacity of minority-based and interethnic NGOs and community

    based organizations to enable them to promote the human and minority rights of

    minority communities.


    Job Summary:  The Legal Officer will support the Minority

    Rights Group International by working in liaison with local partners and

    lawyers to build communities’ legal skills, offer  support for community-led litigation to

    address rights violations, enable activists to improve their advocacy, and

    pilot appropriate accountability mechanisms to increase decision-makers’

    sensitivity to the concerns of marginalised minority groups. The incumbent may

    also work on improving the knowledge of legal professionals on international

    standards and national laws that address or impact on minorities and indigenous

    peoples.


    Key Duties and Responsibilities: 


    1.

    Litigation and legal empowerment Work:


    ·        
    Responsible for the delivery of legal cases work

    within MRG’s programme of litigation, including identifying potential new

    cases, assessing their merits, developing case strategies, researching and

    drafting legal arguments, advising partners and lawyers on collection of

    evidence and on case strategies, attending and representing community in legal

    hearings, organising and participating in community consultation meetings, working

    to bring about the implementation of successful legal decisions and judgments,

    and other related legal work;


    ·        
    Working in liaison with partners, lawyers, experts

    and other collaborating organisations to develop appropriate holistic advocacy

    strategies to complement the litigation (including media, advocacy, campaigns

    and similar methods);


    ·        
    In charge of developing, organising and running

    appropriate paralegal and other legal empowerment and capacity building

    training for minority and indigenous communities who are involved in, or who

    wish to become involved, in litigation;


    ·        
    Manage budgets as delegated by the Head of Law, and

    work with in-country partners to ensure projects are delivered on schedule,

    within budget and to appropriate quality standards;;


    ·        
    Render support in the identification of new

    opportunities for MRG’s legal work;


    ·        
    Assist with maintaining and developing relationships

    with third party organisations interested in legal work, including NGOs,

    donors, bar associations, law firms, barristers’ chambers and similar

    organisations;


    ·        
    Research and draft logframes, programme proposals

    and budgets for new legal work, draft reports to donors and other fundraising

    related documents.


    2.

    Financial / Programme Management:


    ·        
    In charge of drafting reports on activities and

    preparing financial and narrative reports to donors;


    ·        
    Managing elements of the project budgets;


    ·        
    Actively contributes to the evaluation of MRG

    activities.


    ·        
    Undertake such other tasks as may reasonably be

    requested by the Head of Law;


    ·        
    Ensure all Africa based staff are aware of legal

    cases and liaise with staff working on capacity building, media, advocacy and

    other work to maximise synergies and mutual internal sharing and learning;


    ·        
    Serve as a key liaison with the London office,

    including but not limited to the Head of Law; attend staff and departmental

    meetings;


    ·        
    Respect and work towards full implementation of

    MRG’s gender and equal opportunities policies in all the work involved in this

    post;


    ·        
    Some foreign travel may be required.


    Qualifications, Skills and

    Experience: 


    ·        
    The Legal Officer should possess an undergraduate

    and/or postgraduate qualification in law at degree level. Possession of a relevant

    postgraduate qualification is desired


    ·        
    A minimum of two years’ experience of litigation in

    international fora.


    ·        
    The applicant must have played a primary or major

    role in drafting legal documents in at least 3 international human rights cases


    ·        
    Two years’ experience of litigating on relevant or

    similar issues in at least one national legal system


    ·        
    A minimum of two years’ experience of advocacy or

    lobbying or media or campaigning work


    ·        
    Two years’ experience of project management

    (including managing budgets, project delivery, monitoring)


    ·        
    Past experience of designing and running legal

    training, including personally facilitating training sessions.


    ·        
    Good working knowledge of the Africa region

    including recent economic, political and social developments gained through

    work experience, travel in the region or study


    ·        
    Comprehensive knowledge of international human

    rights and minority rights law including economic and social rights, collective

    and individual rights, standards relating to minority communities and

    indigenous peoples


    ·        
    Working knowledge of international and some national

    legal systems and legal fora


    ·        
    Working knowledge of anti-discrimination law in

    theory and practice is considered an added advantage


    ·        
    Working knowledge of intergovernmental organisations

    e.g. the UN, AU, and similar organisations.


    ·        
    Prior experience of working on minority or related

    issues desired

    Prior experience of working with members of minority

    communities


    ·        
    Excellent communication skills including good

    Key Duties and Responsibilities: 

    • Routinely

    Qualifications, Skills and Experience: 

    • The

      ideal candidate should preferably hold an ordinary diploma in Civil

      Engineering from a recognized institution;

    • A

      minimum of three years’ experience as a civil engineering technician in a busy

      public or private sector organization;

    About Fistula Care Plus Project:


    EngenderHealth Uganda received

    an award (cooperative agreement) by USAID for a Fistula Care plus project whose

    objective is to strengthen health system capacity for fistula prevention,

    detection, treatment and reintegration. The project will strengthen

    environments to enable for fistula prevention and treatment, increase community

    awareness and support for women and girls with fistula, reduce barriers to

    accessing prevention, detection, and care, and improve the evidence base for

    approaches to improve fistula care in the districts of Hoima, Masaka, Kalungu

    and Kasese.


    Job Summary: The Senior

    Clinical Associate will support the USAID EngenderHealth Project through the

    provision of clinical programming and technical leadership related to all

    activities, including service delivery, training, supervision and quality

    improvement. Currently, the focus of those activities is in Fistula prevention,

    treatment (including catheterization) and reintegration as well as integration

    of genital prolapse in select sites.


    Key Duties and Responsibilities: 

    • Provide

      overall technical leadership of Reproductive Health work inclusive of

      maternal health and family planning in EngenderHealth Uganda.

    • Work

      closely with the National Fistula Technical Working Group and in-country partners,

      provide programming guidance and support to implement programs to

      strengthen fistula detection, prevention, treatment and re-integration.

      Initiate, establish and maintain collaboration with MOH, district

      leadership, USG partners, stakeholders (including Public Benefit

      organizations which may be health, legal, advocacy, income generating among

      others), relevant institutions in the country and region with the aim of

      strengthening the program.

    • Offer

      support snd technical assistance to country staff and partners on clinical

      and counseling service delivery and training. As appropriate, lead training

      activities in the field.

    • Work

      in liaison with in-country partners in the development of quality

      improvement strategies for fistula programs.

    • Carry

      out medical monitoring of EngenderHealth supported activities and all

      clinical aspects of EngenderHealth’s work. This includes overseeing the

      use of supervision and monitoring tools, death and complications

      reporting, review of service data in collaboration with partner sites and

      the Program Associates to identify opportunities for program improvement.

    • With

      program and NY staff identify and coordinate medical consultant activities

      in accordance with medical safety guidelines and standards, consultant

      SOP’s and other standard medical procedures.

    • Actively

      participate in discrete medical global activities, as requested by the

      Fistula Care team.

    • Offer

      technical support in operations research and programmatic needs

      assessments, including working with the Evaluation and Research staff to

      design research strategies, developing and/or reviewing questionnaires,

      analyzing and writing up data, etc.

    • Work

      closely with the program associates – M & E to review and report on

      quarterly data from a technical perspective.

    • Support

      assessment and documentation of quality assurance programs at FC+

      sites  and harmonization of M&E

      with site-specific QA processes to establish clinical/programmatic

      outcomes

    • Offer

      programmatic and technical direction in the design implementation of

      training, and BCC materials, new technologies, needs assessments, research

      and evaluation activities of EHU.

    • Participate

      in dissemination and training activities of RH in the country, region and

      international meetings.

    • Identify,

      with Ugandan stakeholders in RH, lessons learned and potential best

      practices related to the current RH programs of EHU, document and disseminate

      best practices and contribute to developing strategies to replicate them

      in-country.

    • Represent

      EngenderHealth/Fistula Care Plus at meetings with USAID/Uganda,

      implementing partners, donors, and other external audiences regarding RH.

    • Keep

    Qualifications, Skills and Experience: 

    • The

      ideal candidate for the USAID Senior Clinical Associate vacancy at

      EngenderHealth should possess an Advanced degree in health, population,

      demography, social sciences or related field.

    • At

      least seven years’ experience in management or reproductive health/family

      planning or development programs.

    • The

      applicant must also be registered or eligible to register with Uganda

      Medical Practioners Council, preferably in Obstetrics & Gynecology

    • Technical

      experience in reproductive training at both basic and advanced level.

    Our community based programme in Uganda concentrates on Food Security,

    Job Summary:  The Programme Support Officer (PSO) will

    render support in the Programme Areas by assisting/leading in the preparation

    of high quality project proposal, ensure smooth implementation of the Programme

    Areas and effective monitoring and evaluation of the ZOA Uganda programmes.


    Key Duties and Responsibilities: 

    • The

      incumbent will write project proposals (i.e. programme narrative) to

      institutional and private donors in collaboration with District Management

      Team (DMT), Head of Programme Advisor Department (PAD), Manager General

      Affairs (MGA) and Country Director (CD);

    • Ensure

      donor compliance throughout the project life cycle for projects;

    • Lead

      and/or support the programme staff in the utilisation of monitoring &

      evaluation systems and in effective monitoring & evaluation;

    • Send

      high quality donor reports with thorough project and impact analysis in

      accordance with specific donor requirements;

    • Technically

      support the Country Director, the Programme Advisor and the Programme

      Managers in developing and executing an effective communication and

      (social) media strategy;

    • Mentor

      and support programme staff and staff of partner organisations.


    Qualifications, Skills and Experience: 

    • The

      ideal candidate should preferably hold a Master’s degree in humanitarian development, social science or other relevant field;

    • A

      minimum of three years’ experience in the NGO sector, including two years

      in a similar position, preferably in the sectors Livelihoods & Food

      Security/Economic Development, WASH, Education, Peacebuilding.

    • Proven

      successful experience in writing reports and proposals for institutional

      (e.g. EU, USAID etc.) and private donors;

    • Excellent

      command of spoken and written English;

    • Willingness

      to take initiative and work independently with minimal guidance;

    • Being

      an inventive, creative person;

    • Being

      a motivator for the team and the beneficiaries;

    • Computer

      literacy skills in MS Office, knowledge of SPSS is an added advantage;

    Job Summary:  The National Coordinator of the FAO Rural

    youth employment project will oversee the implementation of the programme

    Integrated Country Approach (ICA) for promoting decent rural youth employment

    in Senegal, Uganda and Guatemala, the National Coordinator will provide all necessary

    support, guidance, co-ordination and technical advice necessary to achieve the

    expected programme objectives in Uganda. The National Coordinator will work in

    close collaboration with other relevant UN agencies (e.g. ILO, UNIDO, UNDP,

    etc.) and in consultation with the Ministry of Agriculture (MoA), Youth, Employment,

    and other relevant Ministries and institutions.


    Key Duties and Responsibilities: 

    • Work

      closely with the professional staff of FAO involved in the implementation

      of the programme, and based on the results and activities presented in the

      project log frame, support the implementation and monitoring of programme

      activities including contributions to the development of annual work

      plans, activity requests and calendars;

    • Oversee

      the process of policy dialogue with the national partners of the programme

      and key agriculture, employment and rural development stakeholders;

    • Actively

      participate in meetings, workshops and any other relevant events organized

      by the national partners of the programme and key agriculture, employment

      and rural development stakeholders;

    • Manage

      the day to day implementation of the programme activities, including

      support to organizing periodic meetings and workshops/trainings, in

      collaboration with the FAO Representation in Uganda, the Government of

      Uganda and its raaruantiwa Institutions. UN agencies e.g. ILO, UNIDO,

      UNDP, etc.), as well as other relevant stakeholders;

    • Provide

      technical inputs to key national stakeholders in the processes of revision

      of existing or formulation of new policies, strategies, plans and

      programmes;

    • The

      incumbent will prepare and submit report on progress of programme

      implementation at national level on a quarterly basis and liaise with

      national partners;

    • Coordinate

      and assist the missions and trainings conducted by international

      consultants and FAO staff by processing the administrative procedures and

      coordination with relevant governmental agencies, UN agencies and national

      stakeholders;

    • Ensure

      the adoption of a sound project communication strategy, including by

      assisting in the development of information materials on the programme, to

      guarantee adequate access to information for all relevant stakeholders

      through different communication means;

    • Perform

      any other tasks as required.


    Qualifications, Skills and Experience: 

    • The

      ideal candidate should preferably hold an advanced University Degree

      relevant in Economics, Agricultural or Development Economics, Development

      Studies, Social Science or related fields.

    • Working

      knowledge of agriculture and decent rural employment and/or youth

      employment issues

    • Prior

      experience in policy assistance and/or programme management in the field

      of agriculture or rural development and/ or employment and

      entrepreneurship policies and programmes, with a special focus on youth

      policies and programmes;

    • Detailed

      knowledge and understanding of the principles of results-based management

      and capacity to develop plans, organize resources and take actions to

      ensure objectives achieved within realistic time lines

    • Good

      understanding of the government structure and experience in working with

      the government agencies.

    • High

      degree of team ethic

    • Fluent

      in both written and spoken English
