WaterAid is an international
NGO that has been working in Uganda since 1983. Increasingly WaterAid is
working through a range of partners from local government authorities to NGOs
to deliver safe water, improved sanitation and hygiene education to poor
communities in 11 districts. The country
programme currently works in 5 districts including Kampala, and predominantly
in the north and north east regions, working through local partners and with
local governments. With a team of 27
committed, energetic and vibrant staff, the country programme is increasing its
influence in the sector for greater equity, sustainability and accountability
for the poor.
Job Summary: The Head of
Finance will offer strategic leadership and take responsibility for all finance
functions within the country programme. This will be achieved by reviewing,
improving on or developing policies, procedures and systems to ensure the sound
financial management and internal controls, including supporting partner
organisations, to operate according to Water Aid’s financial management
framework. The incumbent will render support in the capacity building of WaterAid
partner organisations to undertake finance activities that resonate to WaterAid
and donor requirements.
Key Duties and Responsibilities:
·
Significantly contribute to the development of the
strategic plan for the Country Programme and develop and maintain appropriate
and effective financial strategies, plans and policies to support the strategic
plan.
·
Develop, implement and maintain financial management
procedures, systems, risk assessments and control measures to manage, monitor
and audit transactions across the Country Programme and to ensure compliance
with WaterAid’s overall policies, good practice standards, external donor
requirements and national laws and regulations, identifying and implementing
corrective measures as required.

Lead, manage, motivate and develop team members in
area of responsibility in order to maximise their contribution to the team,
organisation and their own professional development.
·
Consolidate financial information and provide
narrative for management accounts to support financial decision-making
·
Manage the financial forecasting process to produce
relevant, accurate and timely financial forecasts for WaterAid Uganda
·
Develop and maintain effective working relationships
with other SMT members to understand their financial support requirements,
co-ordinate appropriate responses and ensure implementation of finance policies
and support to the SMT members in preparation of plans and budgets.
·
Actively facilitate and co-ordinate both internal
and external audits and leads the development and implementation of action
plans based on audit recommendations, monitoring progress on achievements.
·
Technically support capacity building of WAU staff
in areas of financial management and reporting.
·
Lead and guide the Finance Manager in ensuring
assessment of partners’ financial management ability and support in building
their capacity to develop internal financial systems.
·
Ensure that relevant reconciliation, financial
reports and audits are completed accurately, on time in accordance with WaterAid
and donor requirements and submitted as appropriate.
·
Develop and implement procedures for assessing the
value for money that WaterAid obtains in all its activities to identify cost
savings and ensure financial efficiency and value for money principles are an
integral part of the Country Programme activities.

Provide leadership in monitoring and reporting on
financial risks; supporting and influencing senior management team to monitor
all operational financial risks
·
Maintain up to date knowledge of financial
legislation and good practice to ensure that the Country Programme complies
with all legal requirements and proactively stays at the forefront of financial
management practice.
·
Maintain oversight of the country programme funding
position and compliance with donor budget contractual obligations.
·
Ensure reasonable care is taken of self and others
in the workplace (including team members managed if appropriate) according to
health and safety policy and principles.
·
Carry out any other responsibilities, tasks or
activities as reasonably required as the above is given as a broad range of
duties and is not intended to be a complete description of all tasks. It is
important to note that the responsibilities may change to meet the evolving
needs of the way WaterAid works.
Qualifications, Skills and
Experience:
·
The ideal candidate for the WaterAid Head of Finance
should be a qualified Accounting professional qualification/certification with ACCA,
CIMA and / or CPA
·
The incumbent must also hold a Master’s degree in
Finance
·
At least seven years’ experience in leading a
finance team and working in a senior position in a major organisation
·
IT literate and excellent knowledge and skills in
using computer based Accounting systems and
·
Microsoft Excel and Word packages.
·
Significant experience in preparing and monitoring
budgets & developing monitoring and reporting systems.
·
Ability to provide financial analysis and
interpretation to Country Management Team for decision-making.
·
Working knowledge of government policies and
regulations on financial management and taxation
·
Comprehensive knowledge of international donor
reporting requirements
·
Risk analysis and risk management experience
·
Excellent (proven) interpersonal both oral and
written communication skills.
·
Highly numerate
·
Ability to think strategically with excellent
planning and prioritisation skills
·
Excellent analytical/problem solving skills.
·
Successfully leading, managing, building high
performing teams and developing capacity in professional finance teams.
·
