The African Centre for
Treatment and Rehabilitation of Torture Victims (ACTV) is a Non- Governmental organisation
in Uganda since 1993 whose mandate is to provide physical and psychological
treatment and rehabilitation including legal advice to survivors of torture as
well as to advocate against torture.
Job Summary: The Branch Manager takes overall responsibility
for the implementation of ACTV activities in Gulu and its catchment area. The
incumbent will be responsible for taking lead in proposal development and
resource mobilization. The role entails building effective partnerships with a
diversity of stakeholders, ranging from torture survivors to humanitarian and
development partners, local communities, and government authorities.
Key Duties and Responsibilities:
- Management
of programs in the area of operation. - In
charge of oversight of logistics, administration, human resources and
finances. - Significantly
contribute to the strategic direction of the organisation through
participation in strategy planning meetings and developing strategic
documents. - Responsible
for managing the office and compound, including the overall financial
budgeting and expenditures, staff management, administrative issues,
security and logistics. - In
charge of assessing staff capacity gaps and provide/recommend training and
coaching to increase technical skills for improved project implementation
as necessary. - Ensure
timely activity implementation according to ACTV procedures and
guidelines. - Rigorously
monitor programme quality and develop relevant accountability initiatives
in the field as well as strengthen the effort to document the impact of
activities and ACTV presence. - Maintain
budget overview and ensure timely utilization of funds. - In
charge of the coordination and good collaboration with all actors
involved, including local partners and authorities, as well as other
donors and humanitarian actors in the area. - Chair
monthly centre meetings. - Ensure
that timely narrative and financial reports are provided to the Program
Manager and Finance and Administration Manager respectively. - Under
the leadership of the Chief Executive Officer and Program Manager, take
part in applying for funding and broadening of the funding base for ACTV.
Qualifications, Skills and Experience:
- The
Branch Manager should preferably hold a Post-graduate qualification in
Political/Social Sciences, Public Health, Management, Economics,
International Development or equivalent - A
minimum of four years’ proven and successful track record of programme
management experience in a non-governmental organisation. - Excellent
human resource management skills, interpersonal skills, cross-cultural
communication and ease in managing a multi-ethnic team. - Detailed
knowledge and understanding of the Human Rights Approaches and Concepts. - Experience
with budget contracts management. - Fluency
in written and spoken English with excellent writing skills. - Familiarity
with systems and concepts for monitoring and evaluating projects - Self-motivated
and able to work with minimum guidance. - Good
training and facilitation skills - Ability
to think clearly, deeply and broadly.
