The African Centre for
Treatment and Rehabilitation of Torture Victims (ACTV) is a Non- Governmental organisation
in Uganda since 1993 whose mandate is to provide physical and psychological
treatment and rehabilitation including legal advice to survivors of torture as
well as to advocate against torture.
Job Summary: The Finance
and Administration Manager will oversee the Finance and Administration
functions of ACTV. He / she will be primarily responsible for the planning,
controlling and ensuring the efficient and effective financial management of
ACTV resources.
Key Duties and Responsibilities:
- Offer
leadership on all financial issues including reporting to the different
stakeholders - Actively
participate in the development and financial oversight of the overall ACTV
Strategic plan - Actively
participate in the preparation and review of ACTV’s policies and manuals. - Establish
and maintain all policies relating to financial management, financial
controls and risk. - Responsible
for budget(s) initiation, management, reporting and control. - Ensure
appropriate accountability of funds - Manage
the accounting system and processes. - Co-ordinate
internal and External audits and ensure adherence to legal and other
statutory requirements - Manage
the efficient and effective administration of the Head Office. - The
incumbent mentors, supervises and appraises the ACTV accounting and
administration staff - Participate
in proposal writing and resource mobilization. - Significantly
contribute towards ACTV’s strategy formulation and review.

Qualifications, Skills and Experience:
- The
Finance and Administration Manager must hold a degree from a recognized
university in Accounting and/or Finance. Possession of a Post graduate
qualification is an added advantage. - Possession
of Professional qualifications (ACCA or CPA-U, etc) - A
minimum of five years’ experience in an International NGO, three years in
a Senior Management position - Excellent

communication skills - Good
trainer, facilitator and coach - Computer
literacy skills i.e. Proficiency in using an accounting package and
ability to adapt to a new one - Possess
the ability to work independently in developing and implementing action
plans guided by the organisations strategic plan and willingness to go to
the field. - Good
report writing skills - Excellent
interpersonal skills - Ability
to think clearly, deeply and broadly
