Our mission is to work with African prison services to make prisons places of positive transformation. We work to ensure that prisoners in Africa live with dignity, hope and a chance of a positive future, to equip prisoners to contribute positively to their communities, and to support prison staff in implementing reforms to achieve these aims. We work holistically to change the way that criminal justice issues are addressed in the countries in which we work and empower prisoners to drive positive change.
We work with Prison Service leaders who wish to develop services and policies in line with our mission and welcome our support. We pursue these changes in a two pronged approach. ****First****, by focusing on rising stars and senior management of the prison services, providing them with the skills needed to reform and improve prison systems. ****Second****, by providing scholarships and training to prisoners and prisons staff pursuing legal degrees or diplomas through distance learning programmes, to support them act as educators and legal advisers to prisoners and to then take this knowledge of the law to the poorest communities upon release.
This strategic post is newly created to drive through our strategy aims around ****Leadership Development****. The successful candidate will be responsible for leading various programs outlined below. The role will report to the Director General and work alongside the Regional Country Director.
The successful candidate will have tenacity to cooperate and coordinate closely with a wide range of teams both within APP’s offices in the UK, Kenya and Uganda, prisons/prisoners in Kenya, and also working to create partnerships with universities and donors from around the world.
You will have:
- At least 5 years project planning and change management experience.
- Proven track record in delivering projects in multiple countries.
- At least 5 years professional experience, ideally with other education/leadership development programmes.
- Strong knowledge and experience of humanitarian and development sector and/or social enterprise/academia.
- Highly fluent in English.
- Proven problem solving and strategic planning capability with creative skills.
- Excellent communication and inter-personal skills.
- Ability to meet deadlines under pressure
- Strong reporting, monitoring and evaluation skills
In return, we offer a competitive remuneration and plenty of scope for learning and development. This is not a family duty station. The candidate will be expected to spend time both in Kenya, Uganda and in the UK.
The contract duration is 12 months, with a strong likelihood that this will be extended annually depending on performance against objectives.
LEADERSHIP DEVELOPMENT PROGRAMMES:
Prisoner and Prison Officer Legal Studies
We believe that prison officers, staff and prisoners have a significant role to play in prison reform and we play an important part by providing education in law and human rights. Our aim is to empower prison staff and ex-prisoners to go into the community with leadership skills and legal knowledge.
The programme includes many parts:
- helping prisoners with basic literacy (FAL)
- training prison officers to have basic legal advice so they become Prison Human Rights Advocates (PHRA)
- training prisoners to help them achieve their legal diploma and law degrees (provided by the University of London)
2.Learning Journeys for Prison Staff
APP supports the leadership development of key African prison service staff in two ways:
- Learning Journeys: APP, in partnership with the Commonwealth Scholarships Commission, facilitates learning journeys for African prison staff to spend time in the United Kingdom learning from the experience of UK criminal justice agencies, undertaking postgraduate studies and leadership development training.
- Postgraduate studies: APP offers opportunities for prison staff that are in a position to influence prison policies to study for master’s degrees in order to equip them to bring change to policy and practice. Degrees are offered in law, health and education or other areas identified by our partner prisons services.
CONTRACT FEES:

PRISONER AND PRISON OFFICER LEGAL STUDIES
****Objectives for this area of work****
- Develop a core group of legally trained individuals in prisons who can drive change to access justice for prisoners.
- Increase the number of successful appeals, bail applications and outcomes at trial.
- Improve the legal knowledge of prisoners and prison staff, create instructors amongst the convicted to help inform others and thereby demonstrate prisoners’ ability to have a direct positive impact on their lives and the lives of other prisoners.
- Provide marketable skills to prisoners through legal training to improve their job prospects upon release.
- Create an increasing number of future lawyers, law students and paralegals with first-hand knowledge of the challenges faced in prison.
- Get ex-prisoners in posts to lead change at a pastoral level e.g. as politicians, lawyers, judges etc.
Achieving these objectives
- Identify and recruit inmates and staff who have the potential to complete a legal education programme successfully and the desire to help others.
- Develop and identify effective courses which can equip prisoners and prison staff with legal knowledge relevant to prisoners’ access to justice. This will involve providing lecturing and tutoring support to students, both in the core course content as well as in supplementary skills including: critical thinking; problem solving; legal reasoning; legal research; legal writing and drafting; preparing case notes; exam preparation; paralegal services; local law; interviewing and advising; writing appeals; oral arguments; negotiating, ethics and advocacy.
- Develop links with educational institutions which can facilitate access to relevant courses of legal education and develop bespoke courses providing the necessary legal knowledge
- Equip students with advocacy and lobbying skills, in addition to improved reading and written English skills, so that they are effective advocates for their peers,
- Develop links with law firms and non-government organisations to train students in practical skills and potentially to provide future opportunities for released prisoners.
- Mobilise volunteers, interns, local and international partner groups – build a network of them.
LEARNING JOURNEYS FOR PRISON STAFF
Objectives for this area of work
- To improve the skills of prison staff in order to increase the overall skills level of mid to high level prison staff.
- To develop officers capable of training fellow staff on the issues which they studied while in the United Kingdom.
- To identify areas of need within the prison system and to develop capable prison officers who are readily able to solve these problems internally.
- Equip prison staff to change policy and practice nationally.
Achieving these objectives
- Liaise with returning prison staff to help build a lasting network amongst the students.
- Schedule regular meetings with students and develop a Memorandum of Understanding requiring participation in such activities as part of the agreement between the candidate and APP
- Conduct training with applicants before and after their time in the UK to develop rapport among groups and ensure the long term success of the project.
- Work with prison service directors to spell out the expectations of candidates, ensuring a second level of accountability.
MASTERS COURSES
****Objectives for this area of work****
- To improve the skills of prison staff in an effort to increase overall skills among mid to high level officers.
- To establish officers capable of training fellow staff on the issues that they studied
- To identify areas of need within the prison system and create capable prison officers who are readily able to solve these problems internally
- To build up a body of research (through master’s dissertations) on African prison issues and use this to influence change
- To develop new and sustainable ideas within prison services, contribute to reforming existing systems.
Achieving these objectives
- Liaise directly with returned Masters Scholars to help build a lasting network of change makers in prisons in Africa.
- Schedule regular meetings with students and develop a Memorandum of Understanding requiring participation in such activities as part of the agreement between the candidate and APP.
- Work with prison service directors to spell out clearly the expectations of Masters Candidates, ensuring a second level of accountability.
- Recruiting, preparing and supporting master students. Giving them leadership and practical training.
STRATEGY, PLANNING AND MANAGEMENT OBJECTIVES
- To submit to the UK office the quarterly and monthly budget including overseeing the finances for this programme.
- To oversee the procurement process.
- To manage the human resources of staff (globally) who work on this programme including leading, recruiting and appraising all staff.
- To plan and implement annual volunteer plan for the Leadership Development Programme.
- To be the contact person for the media and to generate stories on our work in Kenya. To contribute to the social media of the organisation.
- To establish and maintain a strong cooperative relationship with prison service at all levels (HQ and Prisons) in Kenya and any other East African country that the LD programmes expands into.
NETWORKING
- Building a network of change makers.
- Bringing them together online and in person
- Developing mechanism for those who have been through the programmes to work together and support each other.
