Job Summary: The United

Nations UNICEF Child Protection Specialist (Identification and Registration)

will be accountable for formulation, design, planning, implementing, monitoring

and evaluation of the Birth Registration programming component of the Child

Protection programme aimed at reducing the vulnerability of children through

ensuring that they are registered at birth and for promotion intersectoral

partnership with health, education, justice and other sectors for strengthening

the civil and vital registration system in Uganda.


Key Duties and Responsibilities: 

  • Actively

    advocate with government relevant institutions for improving the policy

    and laws governing civil registration and vital statistics and provide

    technical support for strengthening the civil registration system in

    Uganda. Designs, prepares, and monitors the implementation of the birth

    programme component. Contributes to the development and/or introduction of

    new approaches, methods and practices in project implementation,

    management and evaluation.

  • Carry

    out field visits to monitor field level implementation and to provide

    technical guidance to District Implementation Teams. Monitors the use of

    implementation guidelines and monitoring tools at field level. Proposes

    and/or undertakes action on operational procedures affecting project

    management and implementation.

  • The

    United Nations UNICEF Child Protection Specialist (Identification and

    Registration) will also contribute to the Situation Analysis and its

    periodic update through analysis of birth registration and vital

    statistics data, and use the data for effective planning, development and

    management of the Birth registration programme component. Meets with

    national and international agencies concerning the management of the BDR

    programme. Participates in meetings with ministries and district

    authorities responsible for programme review, and follows up on

    implementation of recommendations and agreements.

  • The

    United Nations UNICEF Child Protection Specialist (Identification and

    Registration) will participate in inter-sectoral collaboration with other

    programme colleagues in order to ensure linkages between the Birth and

    Death Registration and other components of the Child Protection Programme

    as well as linkages between birth registration and interventions supported

    by Health and Education.

  • Supports

    in the development of appropriate communication and information strategy

    to support and/or advocate programme development. Coordinates high-level

    advocacy for the approval of BDR policy and strategy. Advocates for BDR

    programming with partners and donors. Develops with partners and

    colleagues a national communications strategy and plans and monitors

    interventions aiming to increase the demand for OVC and BDR services.

  • Supports

    government authorities in planning and organizing training programmes on

    BDR registration. Identifies training needs and objectives for the purpose

    of capacity building, programme sustainability, as well as promotion and

    advocacy.

  • Oversees

    the Operations/Supply staff on supply and non-supply assistance activities

    ensuring proper and timely UNICEF and government accountability. Certifies

    disbursements of funds, monitors and submits financial status reports to

    the Sr. Programme Officer or Representative, as required.

  • Ensures

    the accurate and timely input of project information in the computerized

    programme system, and issues status reports for monitoring and evaluation

    purposes.

  • In

    charge of preparing and submitting the programme/project status reports

    required for management, Board, donors, budget review, programme analysis,

    annual reports, etc.

  • Perform

    any other duties as assigned by the UNICEF Chief of Child Protection.


Qualifications, Skills and Experience: 

  • The

    ideal candidate for the United Nations Children’s Fund Emergency Fund

    (UNICEF) Child Protection Specialist (Identification and Registration)

    should possess an advanced University Degree in Law, International Human

    Rights, Social Sciences/Social Welfare, or related technical field.

  • A

    minimum of eight or more years of progressively responsible professional

    work experience at the national level in civil registration programme

    management, monitoring and evaluation or in a related field.

  • Advanced

    technical knowledge of theories, principles and methods in Child

    Protection programming for BDR in UNICEF

  • Ability

    to effectively use data and indicators in child protection.

  • Fluency

    in English is required and strong written and verbal communications skill

    therein strongly desirable.
