The UN World Food Programme

(WFP) is the United Nations frontline agency against world hunger. WFP is the

largest and longest serving humanitarian agency in Uganda. Currently, WFP

focuses on three priority areas namely: Emergency Humanitarian Action (EHA);

Food & Nutrition Security (FNS); and Agriculture & Market Support

(AMS). WFP has operations in various parts of the Country.


Job Summary: The United

Nations World Food Programme Logistics Officer will be responsible for Landside

Transport Storage and Handling (LTSH) Fund Management, Invoice processing and

Commodity Tracking system (CTS)


Key Duties and Responsibilities: 

  • Work

    closely with other countries involved in overland transport, ensure

    transparent and efficient utilization of the LTSH fund at the country

    office level;

  • Work

    in consultation with the Head of Logistics (HoL) prepare and revise LTSH

    matrix (ces) for the Uganda programme;

  • Periodically

    review Extended Distribution Points (EDP) operational LTSH rates and

    budgets;

  • Issue

    LTSH Charge codes to requests from all UGCO units after approval by

    supervisor;

  • Issue

    travel codes and          certify

    all local logistics staff Travel authorisations;

  • Regularly

    monitor and ensure that all Transporters, Logistics service providers and

    clearing invoices are processed within the contractual period;

  • Ensure

    that LTSH fund management is in accordance with the International Public

    Standard Accounting System (IPSAS) policies, procedures, rules and

    regulations;

  • Provide

    regular and ad hoc LTSH fund status to the Head of Logistics to support

    informed financial decision making;

  • Actively

    monitor and advise supervisor on the LTSH fund status of projects and

    their funding programme;

  • Propose,

    develop and implement LTSH fund utilization procedures;

  • Rigorously

    follow up on the commodity tracking and ensure timely and correct

    Commodity Movement Processing and Analysis System (COM PAS) entries;

  • Manage

    and coordinate all activities of the CTS units including staff

    supervision;

  • Manage

    and produce periodic reports as required by WFP;

  • Design

    and implement on job training and design a rotational work structure for

    LTSH and CTS staff in order for them to achieve cross-job skills;

  • Guides

    and/or supervises General Service staff;

  • Ensures

    application of appropriate policies,, guidelines, procedures and

    processes, and

  • Perform

    any other related duties assigned by the supervisor.


Qualifications, Skills and Experience: 

  • The

    ideal candidate for the United Nations World Food Programme (WFP)

    Logistics Officer  should hold a Master’s

    degree in in Transport Economics, Supply Chain management , Logistics, and

    Engineering, Business management or other related field obtained from a

    recognised institution;

  • A

    minimum of five years of relevant job related experience in logistics,

    supply chain management or transport business sector gained from a

    reputable institution;

  • Past

    exposure and experience on working in Logistics including cross boarder

    operations;

  • Excellent

    command of spoken and written English;

  • Good

    knowledge and skills in using Microsoft office applications;

  • Excellent

    knowledge of financial management practices and ability to execute tasks

    quickly and with minimal supervision;

  • Proven

    ability to develop and maintain effective work relationships with

    logistics counterparts and staff within the regional/ country office;

  • Ability

    to deal patiently and tactfully with people of different national and

    cultural backgrounds;

  • All

    applicants should be highly motivated and task oriented to achieve clear

    objectives within a specific period of time.

  • The

    applicants must also be mature persons with sound judgement, good

    analytical skills, ability to communicate clearly both orally and in

    writing, ability to work in a team, ability to resolve operational

    problems, work with minimum supervision, cope with situations which may

    threaten health or safety, and establish effective working relations with

    persons of different national and cultural backgrounds
