NUCAFE Entry Level Jobs - Human Resource Officer


Reports to: Executive DirectorNUCAFE is National Union of Coffee Agribusinesses and Farm Enterprises. It was founded in 1995 as the Uganda Coffee Farmers Association (UCFA). In 2003, UCFA changed name to NUCAFE in response to members’ needs as a result of needs assessment and strategic planning carried out in year 2003. Job Summary: The Human Resource Officer will build effective human resource management in NUCAFE. The incumbent will mainly  ensure effective implementation of the NUCAFE strategic human resource plan and provide practical, consistent and proactive support, direction and advise on HR procedure, policy and best practice, as well as execute day-to-day human resource functions in order to facilitate the achievement of the goals and objectives of the organization.Key Duties and Responsibilities:  Develops and implements the human resource strategic plan by developing with line managers HR planning strategies which consider immediate and long-term staff requirements;The incumbent ensures effective recruitment and retention of quality staff who meet their objectives that is coordinate the recruitment and selection of new employees by advertising vacant positions internally, with the local employment agencies and newspapersActively coordinates effective performance management and practice by leading in the design update and timely implementation of performance appraisal systemEnsures staff professionalism and discipline through effective leadership by working with line ManagersResponsible for implementing effective staff incentive /pay for work schemes by advising on pay and other remuneration issues, including promotion and benefits; undertaking regular salary and other benefits reviewsActively monitors and promotes teamwork in the organizationConducts regular staff opinion surveys in order to gauge staff satisfactionAssess staff development needs and staff capacity building with short, medium and long term studyWorking closely with various departments, assisting line managers to understand and implement policies and procedures;Actively promoting equity and diversity as part of the culture of the organization;Preparing and managing staff human resource documentationSupport the human resource needs of NUCAFE member organizations such as Hubs, associations, estates, cooperatives in both management and governanceNegotiating with staff and their representatives (for example, trade union officials) on issues relating to pay and conditions;Administering payroll and maintaining employee records;Interpreting and advising on employment law;Handling all grievances and implementing disciplinary procedures;Planning and sometimes delivering, training at National and sub national- including inductions for new staff;Analyzing training needs in conjunction with departmental managers.Ensure time sheets are filled in regularly and on time to enable timely payment.Guide management and ensure appropriate budgeting and timely availability of funds during project/ service development and execution.Responsible for the overall centralized HR administration function which includes but not limited to leave administration and management, drafting employment offer letters, salary adjustment letters and employment contractsQualifications, Skills and Experience:  The candidate should preferably hold a Bachelor’s degree in Human Resource Administration or Human resource degree any other related field.A post graduate or professional qualification in Human Resource from a recognized institution is an added advantage.One (1) year professional experience in a similar job in a reputable organizationPast exposure and experience in general human resource managementHighly innovativeEffective communication abilitiesExcellent reporting skillsPossess the ability to influence and persuade senior management level.Excellent organization, time, work and self-management skills.Possess the ability to build and maintain effective relationships with individuals and a team as a whole.Ability to motivate others by personal modeling, professional credibility and trust.Highly proactive and innovative.Ability to handle difficult people and tense situations with professionalism, diplomacy and tactHigh standard of attention to detail.Computer literacy i.e. excellent working knowledge of Microsoft Office including Word, Excel and PowerPoint. All suitably qualified and interested individuals should apply by sending the following documents with the sealed envelope clearly marked “Application for Human Officer”;A letter of interest (not more than one page in length) describing knowledge, skills and abilities as they relate to the criteria outlined in this recruiting announcement.An updated detailed curriculum vitae with copies of relevant academic certificates attached.Contact details of two professional and one personal referee. National Union of Coffee Agribusinesses and Farm Enterprises LimitedP.O Box 34967, Kampala.
