The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Adjumani and Arua in West Nile. With funding from SIDA, NMFA, ECHO, NRC is implementing integrated projects in Adjumani/Arua refugee settlements.
The Programme Development Manager (PDM) is responsible for the development and monitoring of all projects (or core competence) in West Nile. The current projects include education, livelihoods/food security and WASH.
NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.


Job description


  • Develop strategies for Education, Livelihoods, WASH and other programmes that may come at national level

  • Monitor the projects and ensure high technical quality and synergies

  • Prepare/verify proposals related to this sector

  • Evaluation, review and quality control of ongoing and completed projects

  • Identify trends in conditions/standards and donor priorities and assess better ways to assist

  • Training and development of staff

  • Ensure adherence to the CC tools and handbooks and other NRC policies

  • Develop partnerships in the humanitarian community and coordinate with authorities at regional and ministry level

  • Specific tasks are:

  • Responsible for providing programme contextual analysis and needs assessment as input to Country Strategy and Contingency Plan

  • Accountable for development of Proramme strategies and Macro LFAs

  • Accountable for ensuring programme M&E according to NRCs standards

  • Lead local partners’ assessment, selection and capacity building

  • Responsible for development of funding forecasts for country programme and grants management calendar, including proposals and reporting to donors

  • Accountable for grants opening and closure meetings at country level

  • Accountable for development of grants proposals and budgets

  • In-country representation of NRC

  • Promote the rights of IDPs/refugees in line with the advocacy strategy

  • Line management of project coordinators, M&E staff and other senior program staff

Qualifications


  • Minimum 4 years experience from working as a senior Project Manager/Programme Manager in a humanitarian/ recovery context

  • Experience from working in complex and volatile contexts

  • Cone competency expertise

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile

  • Fluency in English, both written and verbal

  • Valid driver’s license

Personal qualities


  • Knowledge and experience of humanitarian context in East Africa

  • Experience in partnership and capacity building
