The World Health Organisation (WHO) is the

directing and coordinating authority for health within the United Nations (UN)

system. It is responsible for providing leadership on global health matters,

shaping the health research agenda, setting norms and standards, articulating

evidence-based policy options, providing technical support to countries and

monitoring and assessing health trends.


The World Health Organization seeks to

strengthen the capacity of its Uganda office to support the Government of

Uganda, MoH and other stakeholders in analysing, designing, scheduling,

planning and implementation, monitoring and evaluation of child and adolescent

health policies, strategies and programs to achieve national health development

outcomes. The main objective of Newborn, Child and Adolescent Health (CAH) is

to provide technical support to Government of Uganda and health partners in the

formulation, implementation and evaluation of evidence based policies,

guidelines, strategies and programmes aimed at reducing the morbidity, disability

and mortality of newborns, children and adolescents thus contributing to the

achievement of the national health goals and the sustainable development goals.


Job Summary:  The National Professional Officer/Child &

Adolescent Health will serve as the focal point for Newborn, Child and

Adolescent Health (CAH) program in the Uganda World Health Organization Country

Office.


Key Duties and Responsibilities: 


1.

Coordination, representation and policy development:


·        
The

incumbent will serve as the WHO focal point for Newborn, Child and Adolescent

Health activities in the country.


·        
Offer

technical support to the development of evidence-based policies, strategies and

plans aimed at reducing morbidity and mortality in newborns, children and

adolescents; harmonized with the Sexual Reproductive Health and Rights

programmes in order to promote health through the life course.


·        
Build

the capacity for strengthening health systems for delivery of integrated and

holistic services aimed at promoting child survival and ending preventable

neonatal and childhood deaths; namely immunization, nutrition, growth

monitoring, IMCI, malaria, TB control, HIV/AIDS control, amongst others.


·        
Offer

timely technical support and build capacity towards improvement and monitoring

of quality of quality of care at all service delivery levels


·        
Work

closely with, and provide support to all relevant government departments and

institutions.


·        
Support

the adaptations of global and regional policies, strategies, tools and plans

for Newborn, child and adolescent health to fit the context of Uganda


·        
The

WHO Officer will promote the update of pre-service and in-service training

programmes in the new approaches to promoting early childhood development and

management of childhood illnesses.


·        
Work

closely with other partners, such as UNICEF, World Bank, USAID, and NGOs for

better co-ordination of CAH interventions.


·        
Actively

promote multi-disciplinary and intersectoral approach to addressing social

determinants of health relevant to early childhood development and child

survival such as early childhood education, Infant and Young Child Feeding,

nutrition, school health education, social and cultural practices affecting

children amongst others.


·        
Technically

guide monitoring the progress towards attainment of national and regional

targets in reducing newborn and childhood morbidity and mortality and promoting

accountability.


·        
Provide

regular information to WHO and partners on the achievements and challenges of

the programme, trends in child morbidity, mortality and causes of child deaths

and identify policy recommendations for Ministry of Health


·        
Support

strengthening the national system to adopt and monitor a core set of adolescent

health indicators


·        
The

WHO National Professional Officer/Child & Adolescent Health will also be

necessitated to prepare quarterly progress reports of activities undertaken and

to plan for next quarters’ activities.


3.

Supporting implementation of RMNCAH grants:


·        
Take

part in the planning and development of funding proposals, and work with

partners to ensure effective implementation, monitoring and evaluation of

successful grants.


·        
Oversee

financial resources of the unit to achieve the objectives of the country

coordination strategy, planning, monitoring and timely, correct and efficient

use of financial resources


·        
Support

implementation of planned activities supported by various projects such as the

RMNCAH Trust Fund, Commission on Information and Accountability (COIA) and

other joint programs


·        
Participate

in writing grants implementation progress reports


·        
Represent

WHO on the national Working group for Grants’ Implementation


·        
The

job holder will be tasked with the promotion of operational research on CAH

related topics, and to assist national officials at all levels and the

community in the development and implementation of such research projects.


·        
Perform

any other duties assigned by the WHO Representative.


Qualifications, Skills and

Experience: 


·        
The

incumbent for the UN World Health Organization vacancy must hold a Medical

degree from a recognised university. Also, the incumbent should preferably hold

aPost graduate degree in Public Health and/or Paediatrics.


·        
A

minimum of seven years’ hands-on experience in planning, implementation,

monitoring and supervision of child health activities at national or

regional/provincial or district level.


·        
Proficiency

in computer skills, data analysis and results presentation and or appropriate

training/research skills.


·        
Excellent

knowledge of Newborn, Child and Adolescent Health Programme Management.


·        
Proven

competency in appropriate training skills and/or epidemiological research.


·        
Skills

and experience in monitoring and evaluation particularly in the field of

Paediatrics and Child Health is desired


·        
Excellent

communication skills


·        
Good

monitoring, evaluation and analytical skills


·        
Design

and implementation of operational research


·        
Highly

results-oriented


·        
Ability

to communicate in a credible and effective way


·        
Skills

in fostering integration and team work


·        
Ensuring

the effective use of resources     


·

The

incumbent should have the competency of promoting WHO’s position in health

leadership


·        
Competent

in use of computer applications, including spreadsheets, MS Word, PowerPoint,

EPIINFO, and statistical analysis and mapping software.


Languages: Proficiency in written and spoken

English; Knowledge of French would be an added advantage.
